Arrested the head of a bank transaction office in Quang Ninh for embezzling 80 billion

On the evening of October 18, Quang Ninh Provincial Police announced that the Provincial Police Investigation Agency had prosecuted and temporarily detained Tran Van Tai - Head of Mao Khe Transaction Office, An Binh Joint Stock Commercial Bank (ABBank) for the crimes of "Embezzlement of property" and "Forgery of seals and documents of agencies and organizations".

The asset falsified confirmation from the Land Use Rights Registration Office on fake Land Use Rights Certificates, falsified certified copies of loan contracts and mortgage contracts between bank representatives and customers, and created "fake" loan plans to appropriate exceptionally large sums of money.

Tran Van Tai was prosecuted and temporarily detained for the crimes of "Embezzlement of property" and "Forgery of seals and documents of agencies and organizations".

The Economic Police Department, Quang Ninh Provincial Police discovered that Tran Van Tai (born 1992) took advantage of his assigned position to commit a series of violations.

Initial investigation determined that Tai used 21 fake land use right certificates and 4 fake savings books to create fake loan applications, self-approved disbursements according to his authority to appropriate an estimated amount of about 80 billion VND from ABBank.

Tai himself was fully aware that his actions caused particularly serious consequences, but Tai carried out his actions in a bold and carefully calculated manner to conceal them.

The investigation agency served the prosecution decisions on Pham Ngoc Hung.

Expanding the investigation, the Investigation Police Agency of Quang Ninh Province continued to discover that Pham Ngoc Hung - Deputy Head of Customer Department of a bank with a branch in Mao Khe - Tay Quang Ninh since 2020 has repeatedly lent money to Tran Van Tai at interest rates up to 123.42%/year, 6.17 times higher than the prescribed interest rate, to illegally profit 1 billion VND.

The Investigation Police Agency of Quang Ninh Province issued a decision to prosecute the accused and a ban on leaving the place of residence against Pham Ngoc Hung for the crime of "Lending at high interest rates in civil transactions" as prescribed in Clause 2, Article 201 of the Penal Code.

Quang Ninh Provincial Police Department is investigating and expanding the case, strictly handling it according to regulations.
