Accordingly, propose financial sources for investment in fire prevention, fire fighting, rescue and relief activities.

(1) Financial sources for investment in fire prevention, firefighting, rescue and relief activities include:

- State budget;

- Revenue from fire and explosion insurance;

- Fire prevention, fire fighting and rescue fund.

- Voluntary contributions and sponsorship from domestic agencies, organizations and individuals, foreign organizations and individuals and other sources of income as prescribed by law.

(2) The Government shall specify revenue sources, collection levels, management regimes, and use of financial resources for fire prevention, firefighting, and rescue activities.

Fire prevention, fire fighting and rescue fund

(1) The Fire Prevention, Fire Fighting and Rescue Fund is a fund established at the central level under the management of the Ministry of Public Security; at the provincial level, under the management of the Provincial People's Committee. The Fire Prevention, Fire Fighting and Rescue Fund does not include the state budget and does not originate from the state budget.

(2) Financial resources of the Fire Prevention, Fire Fighting and Rescue Fund:

- Compulsory contributions from domestic and foreign economic organizations in the area, Vietnamese citizens from 18 years old to the end of working age according to the provisions of law;

- Other legitimate sources.

(3) The Fire Prevention, Fire Fighting and Rescue Fund is used to support fire prevention, fire fighting and rescue activities and prioritizes support for the following activities:

- Financial support for equipping fire prevention, firefighting, and rescue equipment for the Fire Prevention, Firefighting, and Rescue Police force.

- Financial support for maintenance, repair of vehicles and equipment serving fire prevention, firefighting, rescue and salvage work; construction and practice of fire prevention, firefighting and rescue plans of the Fire Prevention, Firefighting and Rescue Police force; other expenses for fire prevention, firefighting and rescue activities not covered by the state budget.

- Funding support for warning, monitoring, supervision, fire alarm information, incident reporting, database management on fire prevention, fire fighting, and rescue.

- Extraordinary cash rewards for individuals and groups with outstanding achievements in fire prevention, fire fighting, and rescue.

- Support emergency subsidies for agencies, organizations, families and people directly participating in fire prevention, firefighting and rescue work that suffer loss of life, health and property.

The management and use of the Fire Prevention, Fire Fighting, and Rescue Fund must ensure proper purposes, timeliness, publicity, transparency, fairness and efficiency.

The Government shall specify the establishment, contribution levels, subjects eligible for exemption, reduction, or suspension of contribution, management, use, and settlement of the Fire Prevention, Fire Fighting, Rescue, and Relief Fund.
