Implementing the Ministry of Public Security's Plan on arranging and setting up temporary detention camps and local police warehouses, Thanh Hoa Provincial Police urgently surveyed and agreed to develop a plan to arrange regional temporary detention camps based on 5 principles:
Taking the Provincial Police Detention Camp as the center to arrange satellite detention camps in the East-West-South-North directions.
Attach the arrangement of regional detention sub-camps with the location of the regional investigation agency as well as other forces such as the Fire Prevention and Rescue Police, Traffic Police with the motto "one area, 3 in 1 arrangement" so that the forces can support the Police force in managing temporary detention and temporary detention in the process of managing and detaining prisoners and ensuring security and safety of detention facilities.
Based on geographical location and traffic in communes and towns, determine sub-camps to ensure the most convenient movement and escort of subjects.
Based on the reserve land fund, the land fund can be expanded at the police headquarters of districts, towns and cities to serve the expansion, investment and construction of regional temporary detention camps to ensure sufficient detention scale to meet the requirements of management and detention of prisoners...
Based on the arrangement principles, the Provincial Police proposed to establish 9 regional temporary detention sub-camps associated with the arrangement of regional evidence warehouses.

Speaking at the meeting, Major General Tran Phu Ha, Member of the Provincial Party Standing Committee, Director of the Provincial Police Department, said that based on the actual situation and requirements of the assigned tasks, the Provincial Police Department will quickly deploy and be determined to carry out the arrangement and placement of temporary detention camps and regional evidence warehouses as soon as possible under the direction of the Ministry of Public Security.
In the immediate future, while the 9 regional detention camps have not yet come into operation, the Provincial Police will continue to maintain the arrangement of detention for inmates at 18 detention facilities (1 temporary detention camp and 17 regional detention camps).
In preparation for the construction of the regional detention camp, the Provincial Police Director requested the functional departments of the Provincial Police to review and arrange the detention facilities, and prepare the necessary conditions so that the facilities can be put into operation immediately after the decision is made. At the same time, he hoped that the Working Group would actively coordinate with the Thanh Hoa Provincial Police in directing the successful implementation of the plan to arrange and arrange the regional detention camp and evidence warehouse at the Provincial Police.
