Ministry of Industry and Trade: Focusing on the whole industry, deploying '4 on-site' measures to respond to storm No. 3

(Chinhphu.vn) - The Ministry of Industry and Trade requires units in the industry to regularly update information on the developments of storm No. 3 and its circulation; organize 24/7 on-duty shifts and concentrate all resources according to the "4 on-site" motto to respond to storm No. 3.

In response to the forecast that storm No. 3 (WIPHA) will be very strong, move quickly, pose a high risk of natural disasters, have complex developments, and have a very wide and dangerous scope and intensity of impact on the sea and land, the Ministry of Industry and Trade issued Official Dispatch No. 5380/CD-BCT dated July 19, 2025, requesting heads of units in the industry and trade sector to focus on leading and directing decisively, promptly, and effectively the work of preventing and responding to the storm with the highest spirit and responsibility under the direction of the Prime Minister and local authorities.

Accordingly, the Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and cities to continue to strictly implement Official Dispatch No. 112/CD-TTg dated July 19, 2025 of the Prime Minister and Official Dispatch No. 5305/CD-BCT dated July 17, 2025 of the Minister of Industry and Trade.

At the same time, direct hydropower reservoir owners to properly implement inter-reservoir and single-reservoir operating procedures; check equipment systems, prepare incident response plans; promptly notify downstream residents when releasing floodwaters.

Strengthen monitoring of power grid safety and mineral activities, especially in areas at risk of flash floods and landslides.

Require industrial and commercial production establishments to develop plans to ensure safety for people and property, and prepare materials and means to respond to natural disasters.

Advise the Provincial People's Committee to stop construction in dangerous areas and move personnel and equipment to a safe place.

Ensure essential goods, review vulnerable areas, implement reserve plans and promptly supply food, drinking water, and gasoline.

Ensuring safe and stable power supply

The Ministry of Industry and Trade requests the National Electricity System and Market Operation Company to optimally mobilize power sources, ensuring safe and continuous operation. At the same time, update the hydrological situation, coordinate reservoir regulation in accordance with the operating procedures and instructions of the disaster prevention agency.

Vietnam Electricity Group directed local power units to be ready to respond to storms according to the "4 on-site" principle; inspect power grid works, hydroelectric dams; ensure safe power supply for important loads and quick recovery after incidents. Along with that, closely coordinate with the Department of Industry and Trade and reservoir owners to monitor reservoir operations.

Vietnam National Coal and Mineral Industries Group (TKV) directed units, especially in Quang Ninh , to inspect the safety of mines, waste dumps, reservoirs, respond to the risk of landslides and flooding; and deploy measures to ensure the safety of neighboring residential areas.

Vietnam National Energy Industry Group inspects safety at oil and gas projects, especially in the North and Central East Sea.

The Vietnam National Petroleum Group (Petrolimex) directed the implementation of plans for disaster prevention and control at warehouses, ports, and pipelines; ensured oil spill prevention and maintained continuous supply of petroleum in affected areas; and organized petroleum reserves in accordance with regulations.

Vietnam Chemical Group has increased inspections and fixed unsafe points at chemical facilities, especially those located in storm areas, to avoid chemical leaks into the environment.

Hydropower dam owners must operate according to approved procedures, avoid artificial flooding, and notify downstream authorities and residents early before releasing floodwaters, especially in emergency situations. At the same time, they must strengthen inspections of dams, flood discharge equipment, and warning systems, and promptly correct any deficiencies.

Mining units inspect and review waste disposal systems, dikes, and tailings sludge reservoirs; address safety risks and develop plans to protect residential areas. At the same time, they must review terrain and slopes around construction sites to prevent landslides; and ensure that drainage pumping systems and backup power sources are always ready for operation.

The Department of Industrial Safety Techniques and Environment monitors the storm's developments and directs the response work of the units. At the same time, it updates reports on damage and recovery work to the Ministry's leaders; directs the units to implement measures to respond to natural disasters within their authority and promptly reports to the Ministry's leaders to direct and manage situations beyond their authority.
