Super typhoon Ragasa is about to make landfall, Ministry of Industry and Trade sends urgent dispatch

(Dan Tri) - Super typhoon Ragasa, at level 15-16, is moving into the East Sea and is expected to make landfall on September 25. The Ministry of Industry and Trade has issued an urgent dispatch, requesting the highest level of response.

The Ministry of Industry and Trade has just issued an urgent dispatch requesting industry and trade units from Quang Ninh to Quang Ngai and the mountainous, midland and northern central regions to respond to super storm Ragasa (storm No. 9).

This agency assessed that this is a very strong storm (currently reaching super typhoon level and will continue to maintain super typhoon level in the next 24-72 hours when operating in the East Sea), the range of strong wind influence is very wide, especially need to be careful of thunderstorms before the storm directly affects (even when the storm center is still about 300-400 km away).

Therefore, Minister Nguyen Hong Dien requested units to proactively prepare for the worst scenario, deploy preventive measures and respond at the highest level. Specifically, the Department of Industry and Trade of localities is assigned to direct hydroelectric dam owners to protect the dam reservoir, prepare response forces and materials, comply with operations and promptly inform downstream areas. Mining activities, hydroelectric construction, and coastal works must stop when the storm arrives; move people and equipment to a safe place.

Market management forces must strictly control and handle speculation, hoarding, and unreasonable price increases; and require businesses to stockpile and supply food, foodstuffs, and drinking water to areas at risk of being isolated.

The Minister also requested the National Power System and Electricity Market Operation Company to develop an incident response operation scenario, coordinate in lowering the reservoir water level, comply with inter-reservoir procedures, ensure both flood prevention and safety of works and downstream areas.

Hydropower dam owners are required to comply with operating procedures, ensure absolute safety, prevent artificial floods, check the status of dams, equipment, warning systems and provide early warning to downstream residents, especially when emergency flood discharge is required.

The dispatch also stated that large corporations must urgently respond to super typhoon Ragasa by ensuring the safety of oil and gas projects, evacuating people and vehicles; inspecting mines and waste dumps, preventing landslides and floods; preventing oil spills, storing gasoline and oil; strengthening inspections, overcoming safety risks, and preventing chemical leaks.

In particular, Vietnam Electricity Group (EVN) was assigned to direct local power units and hydropower dam owners to fully prepare human resources, materials, and means according to the "4 on-site" motto to respond to the super storm, ready to restore power as quickly as possible after the incident.

At the same time, EVN requires hydropower units to strictly implement the instructions in the Official Dispatch, strengthen safety inspections of the power grid system, reinforce vulnerable locations, clear the route corridor, prepare resources to promptly fix incidents...

It is expected that from noon to afternoon on September 25, the center of storm Ragasa will enter our country, with the area from Quang Ninh to Hung Yen most likely being the place where the storm will make direct landfall. According to the hydrometeorological agency, super storm Ragasa will maintain a very strong intensity of level 15-16 until the morning of September 24, then decrease to level 11-12 when entering the Gulf of Tonkin due to the impact of cold air and terrain friction.
