The Ministry of Education and Training stipulates conditions for considering promotion of teachers' professional titles.

The above content has just been issued by the Ministry of Education and Training when issuing a Circular stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public general education teachers and university preparatory teachers, replacing the old Circular from 2021.

These contents will be an important legal basis for localities to continue implementing the promotion of professional titles, ensuring the rights of teachers.

The Circular has a number of new regulations and adjustments compared to the previous Circular such as: not regulating the standards and conditions for promotion exams because the Government has abolished the promotion exam format; not regulating the content, format and determination of successful candidates in the promotion exam.

Specify the standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.

At the request of the Government, to ensure the need to improve the quality of the team, in addition to the prescribed standards and conditions, the following specific contents have been amended and supplemented:

Regarding the quality classification standards during the working period, during the time holding the professional title of Grade III teacher and equivalent, there are 2 years (for preschool) and 3 years (for general education, university preparation) of work immediately before the year of consideration for promotion of the professional title with quality classified at the level of "Completing tasks well" or higher. During the time holding the professional title of Grade II teacher and equivalent, there are 5 years before the year of consideration for promotion of the professional title with quality classified at the level of "Completing tasks well" or higher, of which at least 2 years are classified at the level of "Completing tasks excellently".

According to the guidance of the Ministry of Home Affairs on determining the structure of professional titles of civil servants, for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the state budget, the maximum proportion of professional titles of grade I must not exceed 10%, the maximum proportion of professional titles of grade II and equivalent must not exceed 50%.

Therefore, the quality classification standards in the Circular are consistent with the requirements on the structure of professional titles according to the guidance of the Ministry of Home Affairs, ensuring the selection of worthy teachers, whose contributions are recognized and who have made efforts to develop their careers during the time of holding the rank.

The new Circular also specifically regulates the determination of the time to hold an equivalent professional title rank, creating favorable conditions for localities in calculating the time to hold a lower rank immediately after teachers register to take the exam to promote their professional title rank.
