Regulations on promotion to Secondary School Teacher Grade II?

I was recruited into the Education sector in 2012 and appointed as a high school teacher in 2013 (code 15.113). In 2016, I was appointed to the professional title of a grade III high school teacher (code V.07.04.15). In August 2023, I transferred to another province to teach junior high school and was appointed to the professional title of a grade III junior high school teacher (code V.07.04.32).

In November 2024, there will be a review for promotion to the professional title of Grade II Secondary School Teacher (code V.07.04.31), I meet the promotion criteria. I would like to ask, will the time holding the professional title of High School Teacher be transferred and considered equivalent to consider promotion to Grade II Secondary School Teacher? Point d, Clause 5, Article 5 of Circular No. 08/2023/TT-BGDDT stipulates: "The time holding the old professional title is determined to be equivalent to the time holding the transferred professional title".

At the same time, Point d, Clause 3, Article 13 of Circular No. 13/2024/TT-BGDDT stipulates that the time counted in the time holding the professional title of Grade III Secondary School Teacher (code v.07.04.32) includes: "Other time determined by the competent authority equivalent to the ranks and grades prescribed in Point a, Point b, Point c of this Clause when the teacher is transferred to the professional title of Secondary School Teacher".

Thus, based on the above regulations and according to your letter, the time you hold the professional title of Grade III high school teacher is determined to be equivalent to the time you hold the professional title of Grade III middle school teacher and is counted as the equivalent time when registering for consideration for promotion to the professional title of Grade II middle school teacher (code V.07.04.31) according to the provisions of Clause 4, Article 3 of Circular No. 08/2023/TT-BGDDT.
