Conditions for promotion to High School Teacher Grade II?

I was a contract high school teacher from September 2012 to July 2017, intermittently and did not receive social insurance (contract period was 4 years and 9 months). In August 2020, I passed the civil servant exam and did not have to do internship.

Now the locality has a document to review teacher promotion, I would like to ask, how is the time to hold the rank to consider my promotion calculated? Standards and conditions for consideration of promotion to the professional title of High School Teacher Grade II (code V.07.05.14) are implemented according to the provisions of Article 9 of Circular No. 13/2024/TT-BGDDT. In particular, the standards and conditions on the time of holding the rank are prescribed in Clause 5, Article 9 as follows: Meeting the requirements on the time of holding the professional title of High School Teacher Grade III (including the time of holding the equivalent rank) according to the provisions of Clause 4, Article 4 of Circular No. 08/2023/TT-BGDDT.

In case teachers, before being recruited and accepted, have worked for a period of time in accordance with the provisions of law and have paid compulsory social insurance, they shall comply with the Government 's regulations at Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, as amended and supplemented at Clause 16, Article 1 of Decree No. 85/2023/ND-CP.

Thus, the time you worked in accordance with the provisions of law, with compulsory social insurance payment as prescribed in Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP, is considered the working time equivalent to the time holding the professional title of Grade III High School Teacher.

In addition, in addition to the standards and conditions on the time of maintaining the rank, there are other standards and conditions (such as the results of the assessment and classification of the quality of civil servants; training and fostering levels; standards of capacity and professional expertise).

We request that you provide evidence according to the regulations on standards and conditions in Article 9 of Circular No. 13/2024/TT-BGDDT to the competent authority considering promotion of professional titles in the locality to determine the level of meeting the standards and conditions for consideration of promotion of professional title of High School Teacher Grade II.
