The Ministry of Transport has just sent a document to the People's Committees of provinces and cities requesting to strengthen the implementation of tasks to ensure traffic safety for cars transporting students.

The document was issued after an incident in which a baby boy was left in a car and died in Thai Binh on May 29.

Accordingly, the Ministry of Transport requested the People's Committees of provinces and cities to direct the Department of Transport to coordinate with the Department of Education and Training to direct the review of schools that use contract cars to pick up and drop off students. At the same time, it requested transport business units to strictly comply with the regulations on business and conditions for doing business in transport by car, especially the regulations on control plans to ensure that there are no passengers on the vehicle...

The Department of Education and Training presides over and coordinates with the functional forces of the transport sector and local authorities to regularly inspect educational establishments and schools that use cars to transport students.

The Ministry of Transport requested localities to require all educational institutions (from kindergarten to high school) in the area that use cars to transport students to school to follow procedures and check the number of students when getting on and off the vehicle.

Coordinate with the parents' association to work with transport businesses, requiring full compliance with traffic safety regulations for vehicles and drivers. Absolutely do not sign contracts for transporting students with transport businesses that do not ensure the conditions for doing business in car transport.

Clearly state in the transportation contract between the educational institution and the transportation business the requirements and responsibilities of relevant organizations and individuals regarding traffic safety and health protection for students when sitting in the vehicle and when getting on and off the vehicle; on the vehicle there must be a person responsible for managing and checking the list of students, maintaining order and hygiene, and instructing and reminding students to follow safety regulations and skills when sitting in the vehicle and when getting on and off the vehicle.

Localities need to urgently direct functional forces to increase patrols, control, detect and strictly handle violations of the law in passenger transport activities, paying special attention to checking and handling violations of vehicles transporting students.

As for the People's Committee of Thai Binh province, where the incident of a child being left in a car leading to death occurred on May 29, the Ministry of Transport requested the province to direct the Department of Transport to conduct a comprehensive inspection of compliance with business regulations and conditions for passenger transport business by car for contract passenger transport businesses; strictly handle violations according to the law. At the same time, coordinate with relevant Departments of Transport to handle the transport business unit that caused the above incident according to regulations.

The Ministry of Transport also assigned the Vietnam Road Administration to step up urging the Departments of Transport to implement the provisions of the law on business management and conditions for road transport business in localities, especially buses to pick up and drop off students, pupils and workers. The Administration is also tasked with urging the Departments of Transport in localities to effectively exploit information from journey monitoring devices and cameras installed on cars.
