The Ministry of Science and Technology urgently deploys response plans for super typhoon Ragasa.

The Ministry of Science and Technology (MOST) has just sent a telegram to the Departments of Science and Technology of provinces and cities from Quang Ngai to the North; units under the Ministry and postal and telecommunications enterprises on proactively responding to super typhoon Ragasa.

As of 7:00 a.m. on September 24, the center of the storm was at about 21.3 degrees North latitude - 113.7 degrees East longitude, about 620km east of Mong Cai ( Quang Ninh ).

The Ministry of Science and Technology requests that competent agencies in the field of science and technology deploy and strictly implement the regime of leadership and command on duty for natural disaster prevention, control, search and rescue, and 24/7 information response; closely monitor the developments of the storm.

The Telecommunications Department is the focal point for receiving information and synthesizing the developments of the Storm. Advises the Ministry's leaders on timely response plans. Directs telecommunications enterprises to deploy response measures.

The Central Post Office provides mobile communication services for the Government's working group and the National Civil Defense Steering Committee to direct response to the Storm when requested.

The Postal Department directed postal enterprises to review the postal mail system and develop plans to ensure postal information security for the two tasks of directing and operating response to the Storm.

The Department of Science and Technology of provinces and cities is the focal point to direct postal and telecommunications enterprises in the area to coordinate and deploy timely response plans, meeting the communication needs of the People's Committee leaders, the Provincial Civil Defense Command and local authorities to direct and operate the response to the Storm. Strengthen communication in key areas such as mines, mines, reservoirs and downstream, especially hydroelectric reservoirs, important irrigation reservoirs and areas that may be affected by natural disasters.

Identify areas that have lost communication due to the impact of the Storm to coordinate with the Department of Telecommunications to direct mobile telecommunications enterprises to deploy roaming between networks to ensure smooth communication to serve the work of directing, operating and responding to the Storm. Inform the Department of Industry and Trade of areas with solid BTS stations that need priority for grid power to ensure the maintenance of communication. Request the Department of Industry and Trade to direct petroleum supply enterprises to support and prioritize the supply of petroleum to telecommunications enterprises in the area to serve the operation of BTS stations when the grid power is lost. At the same time, provide information on contact points of staff on duty and schedule to the Department of Telecommunications to grasp the situation and contact when necessary.

Telecommunications businesses focus on immediately implementing measures to ensure the safety of communication systems to serve the direction and operation of storm response, and develop information response plans when incidents occur. Focus on reinforcing station houses, antenna poles, mobile transceiver stations, transmission lines and peripheral networks that may be affected by the storm. Add backup equipment such as generators, reserve fuel for generators, batteries for units in the area expected to be directly affected by the storm. Check and test generators and batteries at important stations to ensure readiness when the grid is lost.

Ready to send Storm warning messages to subscribers in areas that may be affected as requested by the Ministry of Science and Technology.

Ready to roam immediately after 30 minutes between mobile networks when requested by the Ministry of Science and Technology. Instruct people on how to set up their phones to automatically roam between mobile networks.

Provide a list of BTS stations that can withstand level 4 natural disaster risks to the Department of Science and Technology to inform people to charge their phones. Coordinate human resources, vehicles, equipment, and spare materials to ensure communication for areas that may be affected by the Storm. Arrange staff at 3 focal points to ensure communication. Provide information on staff on duty and schedule to the Department of Science and Technology to grasp the situation and mobilize when necessary.

Enhance backup of microwave transmission lines to restore information as quickly as possible when fiber optic transmission lines fail.

Satellite information service providers check communication equipment, are ready to provide services, inform subscribers to charge their phones, and check that their phones are ready for use.

Ensure safety for civil servants, public employees, and workers participating in natural disaster prevention. Provide labor safety equipment for officers and employees performing information rescue tasks, and ensure communication at the scene.

Vietnam Posts and Telecommunications Group ensures network security, public network communications (fixed, mobile, Internet). Increase mobile BTS vehicles to locations at risk of losing communication to be ready for rescue.

Coordinate with the Central Post Office to deploy a specialized information network for natural disaster prevention, increase the use of satellites as a backup transmission option to ensure readiness to serve information for direction and operation in response to storms when the public network loses contact.

The Military Industry - Telecommunications Group ensures network security, public network communications (fixed, mobile, Internet, microwave, satellite). Increase mobile BTS vehicles to locations at risk of losing communication to be ready for rescue.

Use specialized information vehicles that can operate on all terrains in bad weather conditions to access the scene, ensure communication; have plans and technological solutions to collect information and images from the scene and transmit them to the operation, command, and storm response centers to serve the direction and operation work, and make response decisions.

MobiFone Telecommunications Corporation ensures network safety and public network communications. Increases mobile BTS vehicles to locations at risk of losing communication to be ready for rescue.

The Ministry of Science and Technology also requires strict maintenance of emergency information monitoring, especially for fishing vessels using voice on emergency frequencies, to promptly receive and transfer information to designated receiving addresses./.
