At the regular September press conference at noon on September 26 in Hanoi, a representative of the Ministry of Science and Technology said that this unit will focus on completing four Law projects including: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation.

Accordingly, the Ministry of Science and Technology ensures the progress of submitting the Law on Artificial Intelligence to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly. At the same time, the Ministry is also drafting and submitting to the Government for submission to the National Assembly the draft Law on Artificial Intelligence.
In particular, the Law on Technology Transfer (amended) targets 6 new policy groups, including: Expanding the scope of regulation to strategic technology and green technology; encouraging the commercialization of research results and creating financial and legal incentives with strong incentive mechanisms, requiring international contractors to commit to technology transfer.
A representative of the Ministry of Science and Technology said that the Ministry will speed up the development, completion and submission to the Government of Decrees guiding the implementation of the four Laws recently passed by the National Assembly at the 9th Session of the 15th National Assembly.
At the same time, complete and submit to the Government the Draft Decree amending Decree No. 73/2019/ND-CP regulating the management of investment in information technology applications using State budget capital and Decree No. 82/2024/ND-CP amending and supplementing a number of articles of Decree No. 73/2019/ND-CP dated September 5, 2019 of the Government regulating the management of investment in information technology applications using State budget capital.
Deputy Minister of Science and Technology Nguyen Hoang Phuong informed about the activities of the Ministry at the press conference.
Along with completing the legal framework, the Ministry will also focus on building major projects such as the National Digital Architecture Framework and the Project to form large-scale domestic strategic technology enterprises.
Also at the press conference, the representative of the Ministry of Science and Technology said that in the coming time, the Ministry will organize many important and outstanding events of the Industry. Including the 80th Anniversary of the Post and Telecommunications Industry, the 66th Anniversary of the Science and Technology Industry and the 1st Patriotic Emulation Congress (September 29, 2025).

The National Innovation Day 2025 is a key event to connect the national innovation ecosystem, promote links between state management agencies, businesses, institutes and international organizations. The National Innovation Center (NIC) in collaboration with the Department of Innovation (SATI) organized the National Innovation Day 2025 and the Vietnam International Innovation Exhibition 2025, taking place from October 1 to 3.
Vietnam International Digital Week 2025 is an annual international forum hosted by the Ministry of Science and Technology, aiming to promote global cooperation and connectivity in the field of digital technology. The theme of Vietnam International Digital Week 2025 is “AI Institution”, focusing on building a legal corridor and promoting international cooperation on artificial intelligence. The event is an opportunity for Vietnam to affirm its role as a regional hub in promoting digital transformation and innovation.
The event will take place from October 27 to 29 in Ninh Binh and Hanoi, with an expected attendance of 500 to 1,000 delegates, including senior leaders of international organizations (ITU, United Nations, ASEAN, World Bank, EU, etc.), Ministers of ASEAN countries and strategic partners such as Australia, South Korea, the United States, and leaders of global technology corporations such as Starlink, Qualcomm, SK, Huawei, Nokia, Ericsson, Viettel, etc.
