On September 27, the National Assembly Delegation (NAD) of Ho Chi Minh City, Unit 9 met with voters of Tan My, Tan Hung, Tan Thuan, Phu Thuan, Xom Chieu, Khanh Hoi, Vinh Hoi, Nha Be, and Hiep Phuoc wards.
Participating in the meeting were delegates: Phan Van Mai, member of the Party Central Committee, Chairman of the National Assembly's Economic and Financial Committee; Lieutenant General Duong Van Thang, Deputy Chief Justice of the Supreme People's Court, Chief Justice of the Central Military Court; Nguyen Tran Phuong Tran, Secretary of the Tam Binh Ward Party Committee.

By 2025, complete 2 tidal sluices
At the meeting, voter Nguyen Thi Tuyet Van (Nha Be commune) mentioned the 1,000 billion VND flood prevention project. Voters were very excited when the Government issued a resolution to resolve difficulties and obstacles in the flood prevention project due to tides and the Ho Chi Minh City People's Committee also directed to continue construction of the project in the last months of 2025. In the face of climate change, frequent heavy rains leading to more and more flooding and a wider area of flooding, voters hope the project will be implemented soon.
Also reflecting on the flood prevention project, voter Doan Thi Kim Cuc (Tan Thuan ward) requested that the sectors and levels clearly answer the people whether the project can be put into operation or not.

Responding to voters, Mr. Nguyen Hoang Anh Dung, Deputy Director of the HCM City Urban Infrastructure Construction Investment Project Management Board, said that the VND10,000 billion flood prevention project has reached about 92% of the construction volume. Currently, the city is continuing to implement the remaining tasks, with the goal of completing and putting the project into operation soon.
According to Mr. Nguyen Hoang Anh Dung, the project includes 6 main tide control sluices. The city aims to complete 2 sluices including Ben Nghe and Muong Chuoi first, the remaining sluices will be completed by the end of 2026.
Implementing Resolution 212 of the Government, Ho Chi Minh City has established two working groups to resolve difficulties for the project. One group is in charge of completing procedures and re-signing the contract; the other group is in charge of adjusting the project. Currently, the project adjustment work has been completed. The city is hiring an appraisal unit to prepare for submission to the Ho Chi Minh City People's Committee for approval, from which to re-sign the official contract with the investor.
Mr. Nguyen Hoang Anh Dung also said that on September 19, the city leaders worked with the bank to agree on the contents related to capital sources. In the near future, the city will continue to work with the State Bank - the unit responsible for refinancing the project. Once the financial problem is resolved, the entire project will be adjusted to suit the progress and practical requirements.

Regarding the report on cracked houses in the Tan Thuan culvert construction area, Mr. Nguyen Hoang Anh Dung said that the investor has coordinated with relevant units to inspect and assess the extent of damage in order to repair and compensate. However, there are still 29 cases affected during the construction process but have not been completely resolved because the project encountered cash flow difficulties at the end of 2020. When the project is restarted, the investor will continue to fix it.
Set up a Zalo group to guide commune level to remove obstacles
Voter Pham Thi Ngoc Ha (Khanh Hoi ward) proposed to promptly resolve policies for non-professional staff; have specific instructions for non-professional staff when this staff is not used after May 31, 2026.
Regarding this issue, Deputy Director of the Department of Home Affairs Nguyen Bac Nam said that the department has issued a document guiding the procedures and components of the application for policy regime settlement for the subjects of staff streamlining. The department also advised the Ho Chi Minh City People's Committee to decide on the authorization of heads of agencies and units with non-professional workers, especially communes, wards and special zones. Therefore, the direct responsibility now lies with the People's Committees of communes, wards and special zones to settle the policy regime procedures for non-professional workers according to regulations.
The Department has established a Zalo group with leaders of the Department and leaders of 168 communes, wards and special zones to directly guide the resolution of related difficulties. It has received 206 proposals to resolve difficulties of communes, wards and special zones. The Department has resolved 75 issues related to the Department; issues related to other departments and sectors have been transferred to departments and sectors for specific guidance.

On behalf of the National Assembly Delegation, Deputy Phan Van Mai received the opinions of the voters and forwarded them to the competent authority. Deputy Phan Van Mai also provided specific information on the situation of the 10,000 billion VND flood prevention project and said that the project will continue to be implemented.
According to Deputy Phan Van Mai, when the project was approved for implementation, the total initial investment capital was less than 10,000 billion VND. However, the implementation process was prolonged, new factors arose, so the total capital increased, leading to the need to update the project. The update process encountered some legal regulations, causing the project to be delayed.
Therefore, the Government has issued Resolution 212 to remove these legal bottlenecks. Currently, Ho Chi Minh City is urgently adjusting the project and re-signing the contract to continue implementation.
Delegate Phan Van Mai said that in reality, only 8% of the construction work remains, but the procedures to re-approve the project and re-sign the contract take a long time. The delegate also hopes that this year, the city will complete some important items of the project.
Voter Ha Ngoc Thien (Nha Be commune) suggested that the city have a clear plan and roadmap for converting gasoline vehicles; increase public transportation for people to choose. At the same time, increase investment in infrastructure, especially preparing electric charging stations and convenient power supply. Along with that, provide financial support for individuals to convert gasoline vehicles to electric vehicles.
Delegate Phan Van Mai said that currently, Ho Chi Minh City has no official documents related to restricting or converting gasoline vehicles to electric vehicles, the above proposals are only suggestions from experts in seminars and conferences. The Delegate also suggested that people base on official regulations to get information, to avoid panic.
