The evacuation must be completed before the storm makes landfall, ensuring the "4 on-site" principle. Police, military, and militia forces are on duty 24/7, ready to respond to emergency situations.
The Department of Construction reviews routes at risk of landslides, overflows, and weak bridges, and arranges personnel, vehicles, and materials to handle and divert traffic, ensuring traffic safety. The Department of Agriculture and Environment directs localities to guide farmers to quickly harvest rice, crops, and aquatic products, and to brace, cover, and reinforce production areas, warehouses, and barns.
The Chairman of the Provincial People's Committee also requested the units managing irrigation and hydroelectric reservoirs to strictly implement the operating procedures; the People's Committees at all levels are responsible for any damage caused by not strictly following the instructions.
