Previously, while performing the task of checking the vehicle load at Km 792 of National Highway 1A (Phong Dien Ward, Hue City), the working group of the Traffic Police Department of Hue City Police discovered that the tractor with license plate 38H-032.45 pulling a trailer with license plate 50RM-070.91 driven by driver Truong Anh Phu (born in 1988, residing in Quang Tri Province) showed signs of violation, so they signaled to stop the vehicle for inspection.

Through weighing the load, the working group determined that this vehicle was carrying goods exceeding the design load by 10% to 30% (19.12%) and exceeding the allowable axle load of the bridge and road by 20% to 50% (27.92%).
Continuing to check the trailer with license plate 50RM-070.91, traffic police discovered a large quantity of frozen pork and chicken feet that did not meet food hygiene and safety conditions with a total weight of about 30 tons.

At the time of inspection, all goods did not have quarantine certificates and food safety certificates; there were no invoices or documents proving their origin, so the working group made a record to handle them according to regulations.
Working with the police, driver Truong Anh Phu confessed that he drove a tractor trailer carrying the above frozen goods from Hung Yen province to Da Nang city and Ho Chi Minh city for consumption.
