The Ministry of Home Affairs has responded in writing to the authorities of Lam Dong province regarding the loss of subsidies for teachers in extremely disadvantaged areas because their communes have met new rural standards.

On March 15, the Department of Home Affairs of Lam Dong province said that the Ministry of Home Affairs has just issued a document responding and providing guidance related to the payment of allowances to cadres, civil servants, public employees (including teachers), workers and salary earners in the armed forces working in areas with particularly difficult socio -economic conditions according to Decree 76/2019/ND-CP (Decree 76).
Previously, Tuoi Tre Online reported that about 100 teachers in Da Tong commune (Dam Rong district, Lam Dong province) have not received subsidies under Decree 76 for more than a year, since the commune was recognized as a new rural commune.
Decree 76 stipulates support policies for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with especially difficult socio-economic conditions, including teachers.
According to the decree, cadres, civil servants and public employees working in particularly difficult areas will receive a subsidy equal to 70% of their salary.
Many teachers in Da Tong commune reported that at the end of December 2023, the commune was recognized as a new rural commune. And from January 2024, teachers working in the commune will no longer receive subsidies according to Decree 76.
It is worth mentioning that in Da Tong commune, there are 5 schools of all levels, but only teachers at Da Tong High School receive subsidies according to Decree 76, while teachers at the other 4 schools do not receive them.
After Tuoi Tre Online reported, Lam Dong Provincial People's Committee directed relevant departments to clarify the issue to protect the rights of teachers and workers in remote areas.
To resolve some "overlapping" issues in the regulations on new rural areas and regulations on criteria for determining remote areas issued at different times and by different agencies, the Department of Home Affairs of Lam Dong province has sent a document requesting unified opinions from the Ministry of Home Affairs.
Accordingly, the Ministry of Home Affairs determined that teachers, cadres, civil servants, public employees, workers and salaried people in the armed forces working in Da Tong commune (Dam Rong district, Lam Dong province) are eligible for subsidy policies under Decree 76.
The Ministry of Home Affairs requested Lam Dong province authorities to base on regulations to make subsidy payments.
