Acting Minister of Agriculture and Environment Tran Duc Thang has just signed and issued Decision No. 3161/QD-BNNMT on sending civil servants to localities to support the implementation of tasks in the land sector when implementing the 2-level local government model in provinces and cities across the country.

Accordingly, 34 civil servants from the Department of Land Management were assigned by the Ministry of Agriculture and Environment to work in 34 provinces and cities (1 civil servant per province and city) to support the implementation of tasks in the land sector when implementing the 2-level local government model.

The working period of civil servants is 3 months, starting from August 15.

At the request of the Ministry of Agriculture and Environment, the civil servants assigned to localities will have the task of guiding and supporting local officials and civil servants in organizing, implementing and resolving specialized tasks in the land sector that have been decentralized and delegated in localities.

In addition, civil servants who support localities promptly grasp, support or report, advise competent authorities to resolve difficulties, problems, proposals and recommendations of localities related to the land sector.

In addition, civil servants are responsible for grasping and synthesizing the general situation of implementing management tasks in the fields of Agriculture and Environment of the locality, promptly reporting to the Ministry (through the Department of Land Management, Department of Legal Affairs, Department of Organization and Personnel) for synthesis and resolution.

The Department of Land Management is responsible for directing and organizing the implementation of sending civil servants on local business trips; performing the management of civil servants sent on business trips according to the provisions of law and decentralized authority; grasping the situation of implementing professional tasks in the field of land in the locality; periodically on the second day of every week, synthesizing the situation and reporting the results of the implementation of tasks of civil servants sent on local business trips./.
