The proposal to add the above two expressways is a notable content in the submission on adjusting the road network planning for the 2021-2030 period, with a vision to 2050, sent by the Vietnam Road Administration to the Ministry of Transport .

Accordingly, the Department of Roads proposed to add a new planning for the Ca Mau - Dat Mui expressway, about 90km long, 4 lanes, with investment progress after 2030.

The reason for adding this expressway is through updating the content of the national master plan on GDP growth rate leading to forecasted increased transportation demand. Ca Mau province has also proactively researched and added this route to the provincial planning.

Updating related planning and regional development orientation, the Department of Roads also proposed adjusting the scale of 4 expressway sections of the Eastern North-South expressway in the direction of adding more lanes.

In which, the Phap Van - Phu Thu section (part of the Phap Van - Cau Gie expressway from Hanoi to Ha Nam) will be increased from 8 lanes to 10 - 12 lanes (the Phap Van - Ring Road 4 section will be increased to 12 lanes, the Ring Road 4 - Phu Thu section will be increased to 10 lanes).

The Ben Luc – Trung Luong section will increase from 6 lanes to 10 – 12 lanes (the Ben Luc – Ho Chi Minh City Ring Road 4 section will increase to 12 lanes, the Ho Chi Minh City Ring Road 4 – Trung Luong section will increase to 10 lanes).

Can Tho - Ca Mau section from 4 lanes to 6 lanes to meet future development needs of the area.

Another expressway, Noi Bai – Bac Ninh – Ha Long, is also proposed to be adjusted in scale from 4 lanes to 6 lanes after updating the development orientation of the Lao Cai – Hanoi – Hai Phong – Quang Ninh economic corridor.

In addition, at the request of localities, the Department of Roads proposed to adjust the range of the end points of the Ninh Binh - Hai Phong, Cam Lo - Lao Bao, Quy Nhon - Pleiku, and Ho Chi Minh City - Moc Bai expressways.

The Department of Roads proposed to adjust the investment progress of the Son La – Dien Bien, Bac Kan – Cao Bang, Tuyen Quang – Ha Giang, Quy Nhon – Pleiku – Le Thanh expressways, Quy Nhon – Pleiku section, Go Dau – Xa Mat, Hong Ngu – Tra Vinh section, Dinh Ba – Cao Lanh border gate section and An Huu – Tra Vinh section before 2030 instead of after 2030. Early investment in these expressways is consistent with related planning and development orientation.

According to the Department of Roads, after adjusting and adding the above-mentioned expressways, the total planned length of expressways is about 9,234 km (an increase of about 220 km compared to the previous plan).

Of which: routes with investment roadmap before 2030 are about 6,754 km (an increase of about 633 km compared to the previous planning); routes with investment roadmap after 2030 are about 2,480 km.

If some expressways are adjusted and supplemented according to the above proposal, the planned expressway network will be 43 routes, about 9,177 km long, instead of 41 routes, about 9,014 km long as currently planned.
