The Ministry of Finance's working delegation led by Deputy Minister of Finance Nguyen Duc Tam recently conducted a field survey of the implementation of the resettlement and site clearance projects for Nuclear Power Plants No. 1 and No. 2 and inter-regional transport infrastructure projects in Khanh Hoa province.
Accordingly, the working group conducted a field survey of the planned location of the Nuclear Power Plant Project No. 1 (Phuoc Dinh commune), the Nuclear Power Plant Project No. 2 (Vinh Hai commune) and its component projects; at the same time, conducted a field survey of the inter-regional transport infrastructure project connecting Ca Na seaport, the North-South expressway to the provinces of the Southern Central Highlands; the dynamic route project connecting the North-South expressway, Thanh Son airport with the coastal road and Ninh Chu National Tourist Area.
According to the report of the Provincial People's Committee, the Ninh Thuan Nuclear Power Plant Resettlement Project has a total area of about 1,130.14 hectares, affecting 1,153 households and 5,229 people. Of which, the area recovered for Nuclear Power Plant No. 1 is 409.53 hectares and Nuclear Power Plant No. 2 is 405.5 hectares. Currently, the site clearance work for the project is still facing many difficulties and problems, especially in determining the origin of the land.
Khanh Hoa province has also determined the total preliminary investment of the Ninh Thuan Nuclear Power Plant resettlement project to be approximately VND 12,392 billion. To implement the project, the province has proposed using 100% of the central budget. To date, the Prime Minister has allocated VND 3,236 billion for the project. Therefore, Khanh Hoa province recommends that the Ministry of Finance continue to advise on the arrangement of the remaining funds so that the project can be implemented in accordance with the Prime Minister's direction.
Regarding the inter-regional transport infrastructure project connecting Ca Na general seaport, North-South expressway to the provinces of the Southern Central Highlands, the People's Committee of Khanh Hoa province said that the project has a total length of about 38km with a roadbed width of 9 to 32m. The total investment of the project is about 3,000 billion VND, mainly from the central budget.
When completed, the route will contribute to maximizing the potential of Ca Na seaport, shortening the time for transporting goods, especially bauxite ore from the Central Highlands to the port; at the same time, opening up the driving force for socio-economic development, ensuring national defense and security for Khanh Hoa, Lam Dong and other provinces in the region.
Regarding the dynamic route project connecting the North-South expressway, Thanh Son airport with the coastal road and Ninh Chu National Tourist Area, it has a length of about 22km, roadbed width from 12m to 34m, total investment of about 1,300 billion VND.
This is a vital route, creating a direct connection from Thanh Son airport to the urban center, tourism and coastal road, contributing to land exploitation, urban beautification, while promoting tourism development, services, transportation, improving the capacity to respond to natural disasters, ensuring security and national defense.
It is known that this field survey of the implementation of projects in Khanh Hoa is the basis for the Ministry of Finance to report to competent authorities for consideration and decision on allocating capital to implement projects in the coming time.
