National Assembly Chairman Tran Thanh Man said that the policy of arranging provincial party secretaries who are not local people will be completed next week, currently there are only 3 localities where provincial party secretaries are local people.

On the morning of September 24, at the National Assembly House, the 1st National Assembly Party Congress, term 2025 - 2030, held a preparatory session. Speaking here, National Assembly Chairman Tran Thanh Man said that the Congress documents of the National Assembly Party Committee when submitted to the Politburo were assessed as concise, focused, easy to understand and easy to remember.

The National Assembly Chairman requested the National Assembly Party Committee to continue to grasp and promote the issues recognized and highly appreciated by the Politburo, and at the same time implement the contents suggested by the Politburo so that in the future , the Ethnic Council and the National Assembly's committees "have been good and must be even better, have been excellent and must be even more excellent".

The National Assembly Chairman stated that building a strong Party and political system, ensuring the Party's absolute and comprehensive leadership is a prerequisite for the revolutionary cause to succeed, and for the National Assembly to fulfill its responsibilities well in any circumstances.

Reviewing the reorganization of the apparatus, merging provinces and cities, and building two-level local governments in the past year, the National Assembly Chairman affirmed that the National Assembly has done a huge amount of work to implement the policies of the Party Central Committee, the Politburo, and the Secretariat. In just a short time, from 63 provinces and cities, there were 34 provinces and cities; 696 district-level units were completed and 10,035 communes were merged to only 3,332 communes.

The National Assembly Chairman added that the Politburo's policy on arranging provincial and municipal party secretaries who are not local people will be completed this week and next week. "There are only about 3 more units, there will be rotation and transfer from bottom to top, top to bottom," said the National Assembly Chairman.

Regarding personnel work, the National Assembly Chairman emphasized that it is necessary to identify cadres as the root of all work. Personnel work is the "key of the keys". Cadres must be selected who have enough heart, enough capacity, enough virtue, enough talent, enough strength, and must be enthusiastic about the work and the revolutionary cause.

The National Assembly Chairman informed that Party congresses at all levels and even this National Assembly Party Congress will not elect but appoint personnel. However, the National Assembly Chairman noted that appointing officials must also be carefully selected and reviewed, ensuring that officials "go up, go down, come in, and go out". Officials do not have a term-based mindset, and do not degrade in political ideology, ethics, or lifestyle.

Calculation of reducing National Assembly meeting time

The National Assembly Chairman also emphasized that the first National Assembly Party Congress has important significance, shaping strategic and contemporary activities, leading the country's development into a new era.

Besides, the National Assembly Chairman especially paid attention to the Party spirit in the National Assembly Party Committee; promoting democracy but must be unified and focused to promptly institutionalize the Party's policies.

He suggested that the Party Committee and the National Assembly agencies must closely follow the program, first of all this year, and then the law-making program for the 2026-2031 term that is being prepared to be submitted to the Politburo.

Citing China's experience, with 2,500 National Assembly delegates but only meeting once a year and each session only lasting 3-7 days, the National Assembly Chairman said: "From now on, we must calculate how to reduce the time of National Assembly meetings, increase the time of committee meetings, increase the time of National Assembly Standing Committee meetings so that the quality of our law-making lies in the review agency, the Nationalities Council and the committees."
