Due to the influence of the storm, in the sea area from Thanh Hoa to Quang Ngai from the evening of September 27, the wind will gradually increase to level 6-7, then increase to level 8-9, near the storm center level 10-13, gust level 16, waves 5-7m high, rough seas.
“This is a strong storm, moving very fast, which can cause strong winds and heavy rain on land in the North Central and Northern regions, with the risk of flash floods, landslides in mountainous areas, threatening the safety of dams and reservoirs, and flooding in low-lying areas, especially along the coast and rivers,” the Prime Minister ’s dispatch stated.
To proactively respond to storm Bualoi, the Prime Minister requested the Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, and Health, along with the Secretaries and Chairmen of coastal provinces and cities from Quang Ninh to Khanh Hoa to focus on leading and directing the implementation of measures to respond to storm No. 10 closely following the situation.
The spirit that the Prime Minister emphasized most strongly is to proactively respond at the highest level, not to be passive or surprised in any situation, and to put the goal of ensuring people's safety above all else.
Leaders of ministries, branches and localities must be responsible before the Government and the Prime Minister if they are irresponsible in advising, leading and directing, causing damage to people's lives and property due to subjective factors.
For localities, the Prime Minister requested to call on boats to take shelter, ensuring safety for boats operating at sea and coastal areas (including means of exploitation, fishing, transport ships, tourist boats, etc.), activities at sea, on islands, coastal areas and inland.
Along with the requirement to protect houses, headquarters of agencies, units, educational and medical facilities, dyke systems, dams, infrastructure works, etc., the Prime Minister directed localities to review plans and be ready to organize evacuation and relocation of residents to ensure safety before the storm makes landfall.
The deployment of rescue work when bad situations occur is also noted by Government leaders.
The Minister of Agriculture and Environment is assigned to direct forecasting and provide the most complete, timely and accurate information on the developments and impacts of storms and floods so that authorities and people can know and proactively deploy response work.
In particular, the Prime Minister noted that organizations should closely monitor the situation, regularly update and notify dangerous areas at sea, on land, and in lakes and dams.
The Minister of National Defense and the Minister of Public Security were assigned to direct units located in areas at risk of being affected by the storm to review plans, proactively arrange forces and means, and be ready to support localities in implementing storm response work, especially supporting evacuation, relocation of residents, and rescue when requested.
