Commitment to complete disbursement of public investment capital

In 2025, the Department of Culture, Sports and Tourism was assigned nearly 58 billion VND in public investment capital, including more than 34.8 billion VND in newly allocated capital and over 23 billion VND in extended capital. By the end of August, the Department had disbursed nearly 17 billion VND, reaching 29% of the annual plan and committed to completing the disbursement on schedule.

The construction unit is speeding up the progress of the project to expand the President Ho Chi Minh Memorial House.

The disbursement progress of public investment capital of the Department of Culture, Sports and Tourism is currently low due to many reasons. Projects to restore and embellish relics must strictly comply with the Law on Cultural Heritage, causing the appraisal and approval time to be prolonged. Harsh weather and storms also disrupt construction, while some projects in northern communes are not yet qualified to be implemented in 2025.

Examples include: "The Project to Support Investment in Preserving Villages, Hamlets, and Typical Traditional Cultures of Ethnic Minorities", with a total investment of more than 20.4 billion VND, the second step design was only approved on June 30 and currently does not have enough time to implement.

The project "Supporting investment in building typical tourist destinations in ethnic minority and mountainous areas", with a total investment of nearly 8.4 billion VND, was approved by the competent authority for investment on June 25, so it has not yet completed investment procedures and selected contractors.

The project "Restoration and embellishment of Khau Ma hill historical relic, Cho Don commune", with a total investment of more than 10 billion VND, has just been approved by the competent authority for the second phase of design and has a feasibility study report. As of June 19, the project has a plan to select a contractor, but it cannot be implemented this year.

To ensure investment efficiency and avoid waste, the Department of Culture, Sports and Tourism has sent a document to the Department of Ethnic Minorities and Religions, requesting competent authorities to allow projects that have not been implemented this year to be implemented and disbursed in 2026.

One of the key projects being implemented is the renovation and repair of the President Ho Chi Minh Memorial House in Phu Dinh Commune. The project has a total investment of 40 billion VND, including 30 billion VND of local budget capital and 10 billion VND of legally mobilized capital, on a scale of 5 hectares. Of which, 2 hectares will be used to renovate the existing memorial area, the remaining 3 hectares will be used to expand the memorial tree planting area and auxiliary landscape.

Since 2022, the project has completed investment preparation, design and contractor selection steps. Due to the old contractor's incompetence, the contract was terminated. On July 10, 2025, the investor signed a contract with a new contractor, with a 120-day implementation period.

By the end of August, many important items such as the garden, memorial house, reception house, rest house, bell tower, gong tower... had been completed; the remaining items reached about 80%, with the garden expansion alone reaching 50%.

One of the reasons for the slow construction progress and disbursement is that many closed structures of the project were damaged, only discovered during demolition, forcing additional items to ensure sustainability and aesthetics.

In addition, the old contractor violated the contract, lacked financial and technical capacity, so the contract was terminated. The new contractor taking over the project also did not arrange enough human resources, materials, and equipment. Previously, the consulting unit's survey of the current status was not accurate, leading to many items having to be adjusted accordingly.

The Department of Culture, Sports and Tourism has strengthened its direction, supervision and urging contractors to speed up construction progress, accept completed volume, and implement projects according to the capital plan; proactively monitor and promptly handle arising issues and commit to completing 100% of the public investment disbursement plan for 2025 assigned by the province. Although there are still difficulties, relevant units are focusing on resolving them so that the project can be completed according to technical requirements, promote cultural and historical values ​​and meet people's expectations...
