According to the information on the notice board from the People's Committee of Di An ward, the "Charm Dimond project" is currently not eligible to transfer or mobilize capital in the project because it has not completed the required legal procedures.

Regarding the sudden "disappearance" of the notice board of the People's Committee of Di An Ward, the reporter contacted Mr. Vo Tuong Van, Chairman of the People's Committee of Di An Ward (Di An City) to clarify the information about the notice board being moved.

Mr. Tuong Van affirmed that the Ward People's Committee did not move the notice board placed in front of the high-rise apartment project block B4, belonging to the Song Than high-rise complex, Charm Plaza 1 complex.

"The Ward People's Committee will check and if the sign is lost, they will put up another sign to continue warning the people," said Mr. Tuong Van.

According to the Chairman of the People's Committee of Di An Ward, for projects that do not meet legal requirements, the ward will put up notice signs and post notices on the information board of the ward committee. The signs will only be moved when the project has all legal requirements.

The new notice board was re-installed after the People's Committee of Di An ward received feedback from the press.

According to information from the authorities, the project investor will be notified of the sign placement and a handover document will be provided for the investor to jointly maintain. If the investor arbitrarily moves the sign, it must be re-placed. If it is lost, the authorities will continue to re-place it.

Not qualified to raise capital

Regarding the information of the above project, responding to Nguoi Dua Tin , Mr. Huynh Pham Tuan Anh, Deputy Director of the Department of Construction of Binh Duong province, said that upon receiving information about the missing notice board through the press, the Department of Construction directed the Department Inspectorate to contact local authorities to check the incident.

Responding to the question of whether the above project is eligible to raise capital and buy and sell future housing, Mr. Tuan Anh affirmed: "The high-rise apartment project in block B4, part of the Song Than high-rise complex, Charm Plaza 1 complex, invested by DCT Partners Vietnam Co., Ltd. (DCT Group), is not eligible to raise capital."

“Up to now, the Department of Construction has not issued a document certifying eligibility to mobilize capital or sell future housing for the high-rise apartment project block B4, part of the Song Than high-rise complex, Charm Plaza 1 complex because the above project has not completed the legal procedures as prescribed,” Mr. Tuan Anh informed.

Regarding the fact that some brokerage floors have organized capital mobilization from customers through many forms at the above project, Mr. Tuan Anh said that he will request the Department Inspectorate to inspect, and if violations are discovered, they will be handled according to regulations.

The Deputy Director of the Department of Construction of Binh Duong province also shared that currently, many investors, project development companies, and brokerage units "circumvent the law" by organizing capital mobilization sales in forms such as "Priority request forms, deposit forms, registration forms of wishes...".

However, according to authorities, these are civil transactions between people and companies, so the risk of disputes is possible.

The Department of Construction recommends that people should always be cautious when dealing with brokerage units, and should not buy, sell, or transfer money in projects that do not meet legal requirements. For information support, you should contact local authorities and find out carefully.

Charm Diamond project is a component project located in Charm City area with the legal name of Song Than Building Complex belonging to Charm Plaza 1 Complex, invested by DCT Partners Vietnam Co., Ltd. (DCT Group) under Charm Group.

Some websites advertising the above project said that Charm Diamond is part of the Charm City project with a total area of ​​over 5.8 hectares, the project scale includes a 35-storey tower and 1 basement, providing the market with 564 apartments, 17 2-storey commercial shophouses and 12 townhouses.

Reporters' records show that the project is currently surrounded by corrugated iron by the investor, and there are some machines and cranes operating inside. In addition, some trading floors are showing signs of organizing capital mobilization, receiving deposits from customers through many forms, including collecting money through "Application form for wishes; Charm Diamond project"...

Lost the sign for the third time

Regarding the posting of notice signs in front of the project to warn people, the People's Committee of An Binh Ward (Di An City) also posted notice signs for the project "High-rise apartment complex combined with commercial office services (commercial name Picity Sky Park)" because the project is not eligible for transfer.

Picity Sky Park project is invested by Kim Son Hotel Investment Joint Stock Company, developed by Pi Group Investment and Development Joint Stock Company.

The People's Committee of An Binh Ward also left a phone number and asked people who needed information about the project to contact the People's Committee by phone or directly meet with the ward's competent officials to find out before buying the above project. However, the sign placed in front of the project also disappeared many times.

Mr. Pham Van Ngo, Chairman of the People's Committee of An Binh Ward, affirmed that "The People's Committee of the ward has put up warning signs at the above project since 2023 to warn people about the project's lack of legal conditions. Not only the project of Kim Son Company but also many other projects of the ward have put up warning signs".

“We have put up the notice board at Kim Son Company’s project for the third time and the head is missing, but the Ward People’s Committee has not taken it back. In addition to putting up the sign, the Ward People’s Committee also posted notices in the ward, disseminated information through neighborhoods or loudspeakers so that local people know that the project does not meet legal conditions and avoid buying and selling transactions,” Mr. Ngo informed.

According to Mr. Ngo, the Ward People's Committee also ordered the functional forces to patrol and monitor the missing notice signs many times but they have not been discovered yet.
