Dr. Tran Anh Tuan, former Deputy Minister of Home Affairs, said that for the revolution of streamlining the apparatus and reducing staff to be successful, cadres, civil servants and public employees must be brave and willing to sacrifice for the common good.


Talking to reporters of Giao thong Newspaper, Dr. Tran Anh Tuan, Chairman of the Vietnam Association of Administrative Sciences, former Deputy Minister of Home Affairs, said that the reorganization and streamlining of the apparatus is a matter related to people, so it is a difficult, sensitive and complicated requirement, requiring the highest political effort and determination. In addition, the need to promptly issue support policies for redundant cadres after the reorganization to ensure the harmony of interests is also a necessary problem that needs to be raised.

Truly a revolution

Could you tell us why General Secretary To Lam made the request for a revolution to streamline the apparatus at this time?

Now is also the time when all conditions are met to continue implementing Resolution 18 of the Central Committee on streamlining the organizational apparatus in the entire political system.

Resolution 18 has been carried out since 2017, but the reorganization and streamlining of the apparatus has mainly been carried out in administrative agencies of the Government and localities and in other agencies and organizations, such as Party agencies, but not much has been done.

Therefore, in this period, to meet the requirements of the transition from State management to national governance, to meet the requirements of implementing information technology applications, digital transformation, digital technology of the fourth industrial revolution; to ensure the implementation of the policy of fighting waste in spending on the apparatus, reserving the part that can be saved for investment and development.

In the current context and conditions, and even in international integration, we must also build a government apparatus at the central and local levels to ensure operations, as General Secretary To Lam said, "refined, compact, strong, efficient, effective, and efficient".

To meet that, we must streamline the organizational apparatus and that streamlining is to continue implementing Resolution 18 of the Central Committee, deployed throughout the entire political system.

Therefore, to meet the requirements of the times, of the country entering a new era, the era of striving to develop and become rich, implementing the revolution of streamlining the apparatus at this time is very necessary and meets the requirements.

Many people are worried that they will avoid or even be afraid to implement the streamlining of the payroll in the apparatus streamlining revolution . How can we overcome this barrier?

Streamlining the apparatus and reducing staff is a very difficult, complicated and sensitive task, which of course will affect the interests of each person and many people.

To overcome barriers and avoidance, one must first have a strong spirit, as General Secretary To Lam said, "one must have strong political determination, unity of thought, and decisive action", "one must dare to be brave and dare to sacrifice for the common good".

When evaluating the team of cadres, civil servants and public employees, we must have an impartial and objective perspective to evaluate those who can do the job and those who cannot do the job, and must take responsibility for that evaluation.

On that basis, it is possible to implement policies for those who do not continue to work after the downsizing, and at the same time arrange worthy people for positions in the new apparatus.

There must be appropriate policies and regimes for those who dare to "sacrifice".

So, in the revolution of streamlining the apparatus, what policies and regimes do we need for those who dare to "sacrifice" their positions for the common cause?

In this revolution of streamlining the organizational apparatus, we must commit ourselves, accept sacrifices for the common good, and be able to give up our personal interests or suffer a little loss to focus on the common goal of developing the country.

I have said many times that such sacrifice must be considered as a contribution to the development of the country. Such contribution must be recognized and the government must have appropriate policies to partially compensate for such sacrifices and disadvantages.

Because when people are doing a stable job, still receiving a monthly salary, but now have to move to another environment or leave the civil service, find another job that suits their abilities, we must create favorable conditions for them in terms of procedures, regimes, and policies, and there must also be compensation so that they can feel secure and ensure stability.

One of the tasks that Minister of Home Affairs Pham Thi Thanh Tra emphasized to implement this December is to research and propose policies for cadres, civil servants and public employees after the implementation of the policy of streamlining the apparatus and operating effectively and efficiently. As someone with experience in this field, what do you suggest?

Policy-making agencies are implementing. The Central Organization Committee, the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Justice, and other agencies… will study and report to the competent authorities to issue a policy that is suitable to the country’s financial capacity, but must also facilitate those who, due to the streamlining of the organizational apparatus, have to change their positions or leave public service (including those who are working under the labor contract regime).

In my opinion, we should also learn from the experience of the previous period, 1990-1992, when implementing the arrangement, switching to new salaries, streamlining the payroll, there was Resolution 109 of the Council of Ministers dated April 12, 1991 and attached Decision 111 dated April 12, 1991 on the issue of resolving policies in arrangement and streamlining the payroll.

At that time, we divided into 3 groups: the group that stayed to work, the group that created conditions for transfer to other jobs, and the group that implemented the redundancy policy.

And as a result, those who moved elsewhere to find new jobs or who were laid off or retired early all had very satisfactory policies.

Although the country's circumstances at that time were limited, the level of treatment and policies were not high, it still created peace of mind and favorable conditions for those people.

Now, it is still possible to inherit, refer to and develop policies such as: early retirement policy; immediate resignation policy; job transfer policy to public service units; salary and allowance retention policy when changing job positions...

Recently, the Ministry of Home Affairs has also proposed a regime and policy for officials who are not re-elected or re-appointed to positions and titles according to their term in agencies of the Party, the State, the Vietnam Fatherland Front, and socio-political organizations who have retired. I think this draft has initially proposed relatively suitable policies to serve the streamlining of the apparatus this time.
