To develop Vietnam's railway industry in the coming time, there should be preferential policies for lecturers, students, learners, and managers participating in training and fostering human resources in the railway sector, especially high-speed railways, electrified railways, and urban railways.

The National Assembly's Draft Resolution on a number of specific mechanisms and policies to make breakthroughs in education and training development is being widely consulted. The Draft Resolution focuses on resolving current difficulties and shortcomings and proposing breakthrough and strategic policies to develop education and training in a synchronous, modern and integrated manner.

The Ministry of Education and Training said that, based on the provisions of the Law on Promulgation of Legal Documents, the Ministry of Education and Training has issued documents to relevant agencies and organizations to solicit comments on the draft Resolution and has so far received feedback from agencies and units.

Among the comments, the Ministry of Construction requested the Drafting Committee to study and consider adding preferential policies for lecturers, students, learners, and managers participating in training and fostering human resources in the fields of high-speed railways, electrified railways, and urban railways to the National Assembly's Resolution to facilitate the development of Vietnam's railways and national human resources.

According to the Ministry of Construction, according to the investment plan for the development of Vietnam's railway industry, in the coming time, Vietnam will invest in many railway projects, including high-speed railways, national railways and urban railways. The Ministry of Construction has submitted to the Prime Minister the Project "Training and developing human resources for Vietnam's railways until 2030, with a vision to 2045".

To realize the goals of training and developing human resources for Vietnam's railway sector by 2030, with a vision to 2045, there needs to be preferential policies for learners and trainees in the railway sector, especially high-speed railways, electrified railways and urban railways.

Accordingly, from now until 2045, it is necessary to train at least 140,000 people to meet the requirements of implementing high-speed railway projects, electrified national railways, and urban railways.

“In reality, in the past, railway industries/professions have not attracted learners; therefore, to achieve this goal, there should be preferential policies for lecturers, students, learners, and managers participating in training and fostering human resources in the railway sector, especially high-speed railways, electrified railways, and urban railways,” the Ministry of Construction suggested.

The Ministry of Education and Training said it has accepted this contribution and reflected it in the Draft in the following contents: Program, content and mechanism for education development; Digital transformation, development of science, technology and innovation in education; International integration in education and training of the Draft (Articles 4, 5, and 6 of the Draft).

The draft Resolution of the National Assembly on a number of specific mechanisms and policies to make breakthroughs in education and training development has just been announced by the Ministry of Education and Training, in which it proposes six key policy groups to develop education and training in a synchronous, modern and integrated manner. The draft is continuing to receive public comments until October 15.
