IMPROVING ENTRY STANDARDS FOR TEACHING AND HEALTH INDUSTRIES

According to the draft, students need to have academic results in all 3 years of high school ranked good or higher or a high school graduation score of 8 or higher to be eligible for admission to teacher training and health-related majors that grant practice certificates. Meanwhile, from 2024 onwards, the Ministry of Education and Training only stipulated that the required threshold was to have academic results in grade 12 of good or higher or a high school graduation score of 8 or higher.

Not only requiring an increase in the number of school years, the draft also stipulates that the threshold for ensuring the above conditions applies to all admission methods. Meanwhile, the current regulations only require a threshold for ensuring the input conditions for methods other than high school graduation exam scores. This means that if the draft is officially issued, in 2025, regardless of the admission method, students will need to have good academic performance in 3 years of high school when registering for the above majors in the pedagogical and health sectors.

Some other majors in the two majors have lower entry threshold requirements such as: physical education, music education, art education; preschool education at college level; nursing, preventive medicine, midwifery, dental prosthetics, medical testing, medical imaging, and rehabilitation. Accordingly, the draft of the Ministry of Education and Training stipulates that the learning outcomes in all 3 years of high school must be ranked as good or higher or the high school graduation score must be 6.5 or higher.

PARENTS AND CANDIDATES ARE WORRIED

After the draft was issued, many students and parents expressed concern that this adjustment, if issued, would have a major impact on students.

A parent commented to Thanh Nien Newspaper: "The Ministry of Education and Training plans to change university admissions in 2025, including regulations on entrance thresholds for medical training majors. The draft requires students to have good academic performance in all 3 years of high school to be eligible for admission. There are students who graduated from high school in previous years and want to retake the exam to apply for medical majors next year, but this will not be possible because they only focus on studying 3 university entrance exam subjects. If this regulation is applied to all students this year, it will be disadvantageous to students who graduated in previous years. Should it only be applied to students starting grade 10 this year?"

Another parent also wondered: "I read the draft amendment to the university admission regulations in 2025 and saw that students who want to register for admission to some pedagogical and medical training majors must have studied for all 3 years of high school with a good level or higher, or a high school graduation exam score of 8 or higher. I have no opinion on raising the standards, but I think there needs to be a suitable roadmap. If they want to change, the Ministry of Education and Training needs to notify students so that they can get information as soon as they enter grade 10 to prepare. In particular, if this new regulation is applied to students who graduated from high school in 2024 or earlier but retake the university entrance exam for these teaching and medical training majors, it will be unfair and disadvantageous to them."

NEED TO SET THRESHOLDS BUT SHOULD ROLL OUT ACCORDING TO THE ROADMAP

Master Le Phan Quoc, Deputy Head of Training Department of Ho Chi Minh City University of Education, supports the view that there should be an entrance threshold when enrolling students in two specific majors as before. However, Master Quoc also believes that the amendment needs to be implemented in a rolling manner according to a suitable roadmap to ensure the safety of students who are prepared and unprepared for the change. In fact, according to Master Quoc, the entrance threshold regulations for these two majors are not new, even with the method of considering high school graduation exam scores in previous years, there was a common floor prescribed by the Ministry of Education and Training. The introduction of this entrance threshold also needs to specifically consider the learning outcomes of students according to the 2018 General Education Program.

Associate Professor, Dr. Nguyen Ngoc Khoi, Head of Training Department of Ho Chi Minh City University of Medicine and Pharmacy, also expressed concern if the draft stipulates good academic performance for all 3 years of high school with the method of considering high school graduation exam scores. Because up to now, the method of considering high school graduation exam scores has had regulations on floor scores, students need to achieve the minimum score prescribed by the Ministry of Education and Training to be considered for admission to the prescribed majors. In principle, there is no need to control two barriers. Furthermore, according to Associate Professor Khoi, it is possible that some students only focus on a few fields and not all subjects equally, but the fields necessary to study the majors they have good academic performance. Associate Professor Khoi said that this condition is necessary with admission methods other than high school graduation exam scores, but needs to be considered further with the method of considering high school graduation exam scores.

Master Nguyen Hua Duy Khang, Deputy Head of Training Department of Can Tho University, said: "If this new regulation is applied in 2025, many candidates will be affected compared to the regulations of previous years that they have based on to have a study plan." From there, Master Khang proposed: "The Ministry of Education and Training needs to consider a suitable application roadmap for regulations that affect the rights of students who have prepared since entering grade 10."

Dr. Nguyen Quoc Anh, Vice Principal of Ho Chi Minh City University of Technology, proposed: "Any regulations issued, if there are any changes compared to before, will need time to be applied so as not to affect candidates. Therefore, should we still apply the entrance threshold of good academic performance in grade 12 in 2025 and expand the scope of application of good academic performance in 2 years of grades 11 and 12 for the 2026 admission year and require good academic performance in 3 years of high school for 2027?"

According to Dr. Nguyen Quoc Anh, the draft should also consider raising the entrance threshold for teacher training programs. Because in the current context of teacher shortages in many localities, raising the standards too high for the pedagogical industry will make the teacher workforce face many difficulties in the future if there are no better policies for this team.

Students are classified as good high school students under the new program which is more difficult than before.

From the perspective of the general education level, the principal of a high school believes that according to the assessment method of the 2018 General Education Program, if taken seriously, it will be more difficult for a student to be classified as having good academic performance at the high school level than the previous assessment method. However, he still believes that the regulation binding good academic performance to candidates applying for the two groups of teacher training and health professions with practice certificates is necessary.
