Nearly 20 officials and employees working at Tran De Regional Medical Center, Tran De Commune, Can Tho City have submitted a petition to the city's leaders and functional agencies requesting consideration and resolution of the delay in payment of preferential occupational allowances according to Decree No. 05/2023/ND-CP.
According to the collective petition, over the past 2 years, the medical team of the Center has sent many complaints but so far has not received preferential allowances and has not received a satisfactory response from the competent authorities.
Therefore, officials and workers at the Center signed a collective petition to send to city leaders and functional agencies, continuing to request early payment of allowances according to regulations.
An official stated that the payment of preferential occupational allowances according to Decree No. 05 has been fully implemented by many public health units in the old Soc Trang province, but the Tran De Regional Health Center has not yet been resolved.
The prolonged incident caused the amount of allowance debt at Tran De Regional Medical Center to reach more than 5.4 billion VND, the amount of allowance debt at the affiliated commune health stations (of the old Tran De district) to be over 1.3 billion VND (total debt over 6.7 billion VND).
Many doctors and nurses said that in many times of direct reflection to the Center's Board of Directors, the Chairman of the grassroots Trade Union or the Board of Directors of the Soc Trang Department of Health (formerly), they were only acknowledged without any specific solutions. Therefore, the Center's accounting department has not yet made payment of benefits.
Related officials said that the delay in paying preferential allowances has caused material losses, mental impacts, created resentment and unfairness compared to units that have received payments.
The medical staff of Tran De Medical Center also proposed to clearly identify which unit is responsible for the delay in payment; requested leaders at all levels and sectors to urgently direct the resolution, ensuring the regime for civil servants and employees in accordance with regulations from 2 years ago.
A leader of the Can Tho City Department of Health said that he had received a collective petition from officials and employees working at the Tran De Regional Medical Center.
In the next few days, the Board of Directors will arrange and invite officials and employees of Tran De Medical Center to work specifically, grasp the situation, listen to the aspirations as well as respond and explain to the relevant parties to have a definitive solution./.
