In the first 6 months of 2024, Thanh Hoa province's economy has overcome many difficulties and challenges, continued to recover and develop comprehensively, most of the province's development indicators increased compared to the same period in 2023. The above results were achieved thanks to the close and drastic leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee.

In the process of collecting, synthesizing, calculating and compiling socio-economic data, the General Statistics Office has found a number of issues that businesses and all levels and sectors need to pay attention to, namely: Up to now, in our province, there are more than 450 businesses operating in the garment and footwear manufacturing industry; creating jobs for more than 220 thousand workers, contributing greatly to the budget revenue and growth of the province. However, there are signs of labor shortage in some businesses, especially newly completed businesses going into production and business. Therefore, businesses and localities need to continue implementing solutions to attract workers from outside the province, especially Thanh Hoa workers working far from home; on the other hand, businesses need to innovate production processes and technologies to effectively use labor, creating conditions to increase income for workers.

Also in the first 6 months of 2024, cement and steel manufacturing enterprises only operated at 75% of their designed capacity due to the decline in the real estate market. Therefore, the province and enterprises need to effectively implement solutions to stimulate cement consumption in accordance with the direction of the Prime Minister at the online conference on removing difficulties, promoting production and consumption of cement, steel and construction materials.

In addition, from July 1, 2023 to June 30, 2024, in the province, there are 63 direct investment projects completed and put into production and business, with fixed asset value of more than VND 27,000 billion, creating added value accounting for 3.3% of the total added value in the first 6 months of 2024 of the whole province; contributing 3.0 percentage points (%) of growth in the 11.5% growth of the whole province. In the current period, many major policies on socio-economic development (SED) in ethnic minority and mountainous areas have been issued, demonstrating the attention of the Party and the State. In addition to the three national target programs being implemented, there are also many separate investment support policies, such as: target programs on health, culture, and society; policies to support housing, residential land, production land, domestic water, preferential loans for production development, vocational training, job creation, etc.

Thanks to that, the socio-economic development of ethnic minority and mountainous areas has many positive changes: The economic growth rate has gradually developed and increased every year; accordingly, the average income per capita is also higher; the rate of poor households has decreased (the average poor district has decreased by 5% or more). New rural areas have also received attention, the face of the countryside has gradually changed, becoming brighter, greener, cleaner and more beautiful, many rural areas have gradually become worth living. The cultural and social fields have achieved certain achievements, education has increasingly progressed, cultural life at the grassroots has clearly improved, cultural institutions have been strengthened, facilities, some cultural heritages of ethnic minority areas have been honored, cultural activities have been preserved, promoted and maintained. The work of ensuring security, order and social safety has been constantly strengthened, border districts are always ready to firmly protect the sovereignty of the national border. The great national unity bloc is strengthened, the ethnic people's trust in the Party and State is constantly consolidated...

In addition to the positive results achieved, the mountainous ethnic minority areas still face many difficulties: The economic structure of the region is mainly agriculture and forestry; although the infrastructure has been invested, it is not synchronous and does not meet the needs of socio-economic development. The implementation of programs, projects and policies also has many shortcomings. The average income per capita is still very low, the rate of poor and near-poor households is still high (Quan Son has more than 69% of poor and near-poor households), and poverty reduction work is still unsustainable. National defense and security are still latent, especially drug crimes in border areas. The quality of human resources is still low, so the arrangement of cadres faces many difficulties, especially female and young cadres.

From that reality, it is recommended that the Party Central Committee, the National Assembly, the Government, all levels and sectors, and the entire political system from the central to local levels continue to pay special attention, strengthen leadership and direction in implementing ethnic affairs and ethnic policies more effectively, considering this the responsibility of the entire Party and people, and a strategic factor for the country's development. It is hoped that specific policies for ethnic minority areas will continue to be implemented in each period to stimulate demand and support people to have a more prosperous life, gradually shortening the gap between the lowlands and the mountains. Based on the above reality, the delegates suggested that the province report to the National Assembly, the Government, and relevant central ministries and branches to have policies to support these cases. That is an important solution for fishermen to feel secure in going out to sea, especially in far-off seas, contributing to ensuring the sovereignty of the homeland's sea and islands.

At the meeting, delegate Cao Van Cuong also informed about the results of the implementation of tasks and results of the province's agricultural sector in the first 6 months of the year. Accordingly, agricultural, forestry and fishery production achieved positive results; total food output was estimated at 893 thousand tons, up 0.4% over the same period; rice productivity reached the highest ever. Livestock continued to develop; output of main livestock products increased over the same period; no dangerous epidemics occurred in the area while neighboring provinces and 41 provinces and cities in the country had outbreaks of various diseases...

The whole province planted 6,100 hectares of concentrated forests, equal to 61% of the plan, up 4.8% over the same period. Total output of exploitation and aquaculture was equal to 50.2% of the plan, up 2.4%. In the first 6 months of the year, there were 4 new rural communes, 13 advanced new rural communes and 9 model new rural communes; 34 OCOP products.

Thanh Hoa province carries out its tasks in 2024 in a context of intertwined opportunities, advantages, difficulties and challenges, but under the leadership and direction of the Provincial Party Committee, the People's Council, the Provincial People's Committee, together with the joint efforts of all levels, sectors, the business community and all classes of people, the socio-economic situation of the province in the first 6 months of 2024 has achieved many positive and comprehensive results in all fields. In particular, the progress of implementing the task of collecting the state budget in the province is higher than the estimate and increased compared to the same period. That is the driving force and momentum for Thanh Hoa's socio-economic development in the coming time.

In the first 6 months of the year, the total state budget revenue in the area is estimated at 27,348 billion VND, equal to 76.9% of the estimate, up 29.6% over the same period in 2023. That result has put Thanh Hoa in the group of provinces and cities with high state budget revenue in the country and leading the North Central region.

With the goal of striving to increase state budget revenue by 10% in 2024 compared to 2023 according to the target set out in the 5-year financial plan for the period 2021-2025 approved by the Provincial People's Council, the state budget revenue task to be performed in the last 6 months of the year is 20,275 billion VND.

According to delegate Ngo Dinh Hung, Director of Thanh Hoa Tax Department, in order to complete the task of collecting the State budget according to the targets at all levels, relevant sectors need to closely monitor the progress of budget collection. At the same time, evaluate and analyze specifically each collection area, each collection area, each tax, especially land use fee collection to have a plan to direct and manage budget collection in a timely manner; regularly review and accurately identify potential revenue sources, areas and taxes with room to promptly propose effective and appropriate collection management solutions to prevent loss of State budget revenue.
