Mr. Vo Van Hung - Chairman of the People's Committee of Thang Binh district said that as of June 10, Thang Binh had handed over to Project Management Board 4 and construction units 12.3/17.4km, reaching more than 70% of the length of National Highway 14E through the district.
However, the locality is currently facing many difficulties in confirming the origin of the land. The district has sent land officials from neighboring communes to support Binh Tri and Binh Quy for the past month and is extending the deadline for these officials to support the site clearance work.
“The district's professional departments work continuously on Saturdays and Sundays. Due to the complexity of the documents, progress is slow and we have to be very careful.
At the railway overpass construction site, within the GPMB line, 2 compensation plans have been approved for 37 households, 23 households have been invited to pay, however only 4 plots of 2 households received compensation.
Although we have directly worked with the people, they have many different opinions. The district is assigning the People's Mobilization Committee and the District Front to make the final appeal. If they do not agree, we will conduct a dialogue, then we will enforce it," said Mr. Hung.

According to the representative of Project Management Board 4, in Thang Binh district, there are 15 sections where the land has been handed over but the people are preventing construction and demanding proper compensation. Up to now, there are still 81 households that have approved the compensation plan for land clearance but have refused to receive the money.
In Hiep Duc district, problems arose when the project had many cases of stable use of residential land and garden land without disputes (in file 64 or 60), but when the first land use right certificate was issued, the area within the construction safety corridor was not included in the certificate and had not been recovered, compensated, or supported, leading to households not agreeing on the plan if they were not compensated for this land.
In addition, the design and construction of drainage ditches and ditches along the route has some areas that affect people's lives.
For Phuoc Son district, the problems that arose were mainly related to the application of policies to support life stabilization, career conversion and job creation for households that had previously contracted land under Projects 327 and 661, because most of the contracts between Phuoc Hiep Forestry Farm and households and individuals had been lost.
Must concentrate to remove
Mr. Que Hai Trung - Deputy Director of Project Management Board 4 informed that the Management Board has resolutely cut down the volume, replaced contractors who were working too slowly and urged and strictly disciplined other contractors to ensure progress.

“The spirit of the unit is to be determined, taking advantage of the current weather to speed up the project progress. Regarding technical handling, this is an upgraded and renovated route, which must comply with many factors, taking advantage of old works, so in the process of approving the design and implementing the construction, there are some shortcomings. We have coordinated with the locality and related sectors and will make timely adjustments.
During the construction process, the Management Board directs the construction unit to purchase construction insurance, coordinate with local authorities to determine the current status before construction, then determine the level of impact so that compensation can be considered if it affects the people.
Regarding the railway overpass, this is a large project with a long construction period, while the project must be completed in 2025. Therefore, the overpass must be completed no later than May or June 2025. This is the main bottleneck that needs to be actively resolved," said Mr. Que Hai Trung.
On behalf of the Provincial Party Standing Committee, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung commended the sense of responsibility and proactive leadership and direction of localities and departments and branches that have stepped in and closely coordinated to resolve problems related to National Highway 14E.
Comrade Le Van Dung shared that the remaining volume is not much, but it is the most difficult task, requiring more drastic measures to complete. Therefore, we must have greater determination, focus on leadership, and closely direct to carry out the assigned tasks well.

Comrade Le Van Dung requested the Department of Natural Resources and Environment and the Department of Transport to coordinate with localities to properly implement the relocation of households within the land acquisition line to implement the railway overpass location and the remaining locations.
Regarding Phuoc Son's problems, it is recommended that the locality coordinate with relevant sectors to research policies and direct the implementation of support to ensure transparency, publicity, democracy, objectivity, and non-selfishness in resolving support for the people.
“The secretaries and chairmen of the People's Committees of the districts must actively and resolutely direct, call on party members and cadres to go ahead and set an example, and at the same time must protect the construction and enforce against cases of procrastination and intentional non-compliance.
The investor studies technical adjustments, accepts reasonable proposals from the locality, requires the construction unit to speed up the progress, and works with the Department of Transport and the Vietnam Road Administration on the connection, trying to shorten the procedures. The Department of Natural Resources and Environment monitors the progress, coordinates with the locality to resolve problems and has a general report for the entire route on compensation for site clearance" - Comrade Le Van Dung directed.
