It has been more than 10 years since he retired, and what Mr. Nguyen Duy An in Thuan Hoa ward worries about is receiving his monthly pension. The payment point is not too far from his house, only about 2km, but due to his lonely circumstances, no one to help him, and constant illness, he has encountered many difficulties, especially during the rainy season. Even more difficult, many days the payment schedule changes, but because he does not have the information, he has to waste time going back and forth many times.
With the help of social insurance staff to inform about the benefits, the encouragement of post office staff, and the support of bank staff, Mr. An recently opened a personal ATM account to receive his pension by bank transfer. Mr. An shared: "Now I can receive my salary just by sitting at home, without having to go far, without worrying about the rain or wind. At the beginning of the month, I get a phone call saying that the money has arrived, and I feel secure."
Recently, Hue City Social Insurance has focused on promoting and encouraging the receipt of pensions through bank accounts. Social Insurance has coordinated with local employers to promote, encourage, guide and support retired employees to register for non-cash monthly pension and social insurance benefits; directly mobilize and guide beneficiaries to register to receive benefits through ATM accounts immediately upon submitting applications for benefits or during payment monitoring periods. For beneficiaries of one-time social insurance benefits, mobilize and encourage receiving money through accounts immediately upon filing applications for settlement. For beneficiaries of unemployment insurance, the unit coordinates with the Employment Service Center to request beneficiaries to declare their accounts (if they already have an account) or open an account (if they do not have an account) to make payments.
Hue City Social Insurance currently has 9 basic social insurance agencies. By August 31, 2025, the highest rate of implementation through non-cash payment for pensions and monthly social insurance benefits was Quang Dien basic social insurance with 71.2% and the lowest was A Luoi basic social insurance with 49.3%. Regarding one-time social insurance payment, 8/9 basic social insurance agencies reached over 90%; of which, the highest rate was Phu Bai basic social insurance with 97.1%.
Going cashless
The Director of Hue City Social Insurance requested units to continue to seriously implement the instructions and guidelines issued by Vietnam Social Insurance and Hue City Social Insurance on implementing solutions to promote mobilization and encourage beneficiaries to receive social insurance and unemployment benefits through non-cash payment methods; promote the implementation of Coordination Regulation No. 2286/C06-TCKT, dated March 22, 2024 between Vietnam Social Insurance and Department C06 - Ministry of Public Security on developing non-cash payments in pension and social insurance benefits payment based on the National Population Database.
The results of implementing the campaign to encourage beneficiaries to receive social insurance and unemployment benefits through non-cash payment methods are one of the bases for evaluating and scoring the emulation for units in the Hue City Social Insurance system.
By 2025, Hue City Social Insurance strives to implement the non-cash payment method at a rate of 75 to 84% for pensions and monthly social insurance benefits, 98% for one-time social insurance payments and 99.9% for unemployment benefits (Thuan Hoa Social Insurance).
