The Government issued Resolution 303 on solutions to effectively implement two-level local government according to the Conclusion of the Politburo and Secretariat.
In particular, the Government requires the dismissal of cadres and civil servants who do not meet the requirements of their tasks, as a basis for recruiting, arranging, training and fostering cadres and civil servants at the commune level, resolving the situation of surplus and shortage in some places, ensuring effective use of human resources.
At the same time, the Government directed the review of all legal documents to promulgate, amend and supplement immediately, ensuring to overcome the situation of contradictions, overlaps, and inconsistencies with the 2-level local government model, especially in the fields of finance, internal affairs, justice, construction, education and training, capacity building and rearrangement of staff...
The Government requires completing the payment of regimes and policies according to Decree 178/2024 and Decree 67/2025 no later than October 10; ensuring financial resources, human resources and facilities for the arrangement of apparatus, payment of regimes and policies for those who quit their jobs or retire before the prescribed age in accordance with regulations.
The results of payment of regimes and policies must be reported to the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model (through the Ministry of Home Affairs and the Ministry of Finance) no later than October 10 for synthesis and reporting to competent authorities.
The Government assigned the Ministry of Home Affairs to directly urge and inspect localities in implementing the increase of provincial-level cadres and civil servants to the commune level.
The Ministry of Home Affairs is also the presiding unit, coordinating with ministries and central agencies to direct and guide localities to conduct a general review, assessment, and classification associated with restructuring the team and improving the quality of the team of commune-level cadres and civil servants after the rearrangement.
The Government assigned the Ministry of Finance to urgently guide localities to immediately arrange chief accountants for agencies and organizations, not to prolong the shortage of chief accountants; register to open accounts at the State Treasury of agencies and units to pay salaries, perform tasks, and resolve regimes and policies according to Decree No. 178 and Decree No. 67 of the Government, to be completed before October 10.
Ministries and localities also have the responsibility to inspect and guide the arrangement of working headquarters and public assets, avoid loss and waste, and report and propose to competent authorities solutions to effectively handle public assets.
The Government also requires equipping communes, wards, and special economic zones with cars that are lacking (transferring or purchasing new ones according to regulations); completing arrangement plans according to authority before October 30.
The Government Office is responsible for presiding over and coordinating with the Ministry of Finance and the Ministry of Home Affairs to draft a Decision to establish a Working Group headed by the Prime Minister, Deputy Prime Ministers in charge of their respective fields, and ministers and heads of ministerial-level agencies to inspect and supervise the implementation of public investment tasks and the implementation of the two-level local government model, and submit it to the Prime Minister before October 5.
The Ministry of Science and Technology is the unit responsible for completing the information technology infrastructure system, ensuring connection, interconnection, and data sharing between information systems and databases serving state management and handling administrative procedures.
The Government proposed to overcome the lack of uniformity in reporting information, and to conduct real-time reporting on the performance of local governments at two levels, to be completed before October 5.
