The Government urgently requests to start construction of the Ho Chi Minh City Ring Road 4 project soon.

Ho Chi Minh City Beltway 4 is the largest road project ever in the Southeast region, and the Government has requested that procedures be urgently implemented to start construction soon.

The Government has just issued a resolution implementing Resolution 220 dated June 27 of the National Assembly on investment policy for the project to build Ho Chi Minh City's Ring Road 4.

For investment component projects in the form of public investment , the Government's resolution assigns the Chairman of the Ho Chi Minh City People's Committee and the Chairman of the Dong Nai and Tay Ninh Provincial People's Committees to exercise the authority of the investment decision-maker, organize the preparation and appraisal of the feasibility study report and decide to approve the project.

The order, procedures, authority to appraise and decide on investment in component projects are implemented similarly to those for group A projects according to the provisions of law on public investment.

For the group of component projects under the public-private partnership method, Ho Chi Minh City, Dong Nai province, and Tay Ninh province organize the appraisal and approval of component projects according to the provisions of the Law on Investment under the public-private partnership method.

The Ho Chi Minh City People's Committee performs the task of the focal agency for implementation, and is responsible for ensuring the uniformity and overallity of the entire project. The City presides over the synthesis and submission to competent authorities for consideration and decision on adjusting the project investment policy in case factors arise that require adjusting the project investment policy.

The Government assigned three localities to take full responsibility for the progress, quality, and efficiency of the component projects under their management; absolutely not allowing negativity or waste that causes loss of state assets.

Regarding specific progress, localities shall exercise the authority and responsibility of the investment decision-maker and competent authority according to current regulations in organizing the implementation of component projects, striving to complete the project in 2028 and put it into operation in 2029.

For component projects invested in the form of public investment, the preparation, examination, appraisal and decision to approve the project must be completed before December 31. At the same time, the following tasks must be implemented to start construction before June 30, 2026.

For the component project group implemented under the public-private partnership method , the organization shall establish, examine, appraise, decide on approval of the component project and select the investor to be completed before June 30, 2026. This project group must commence construction in the fourth quarter of 2026 .

The Government also assigned localities to develop detailed plans and coordination regulations to ensure the project is implemented synchronously, comprehensively and completed on schedule.

Regarding compensation, support and resettlement, the Government requires striving to hand over 70% of the site area of ​​construction packages starting in June 2026; striving to hand over 90% of the site area in September 2026, and hand over the entire area in 2026.

Beltway 4 is a strategic traffic axis connecting the Southeast region with the Southwest and Central Highlands, promoting the circulation of goods from industrial parks, urban areas to seaports, airports and vice versa...

According to the plan, Beltway 4 has a total length of more than 207km, passing through three localities: Ho Chi Minh City, Dong Nai and Tay Ninh. Of which, the section passing through the old Binh Duong area, nearly 48km long, has been previously approved by the locality for investment and is being implemented.

The remaining 159km will continue to be built with a total investment of more than 120,000 billion VND in phase 1. The project is in the form of public-private partnership (PPP) with a BOT (build-operate-transfer) contract.
