Over the past month, the two-level local government has operated smoothly and effectively, and has been highly appreciated by the people.

Along with stabilizing the new government model, local Party committees have also focused on organizing Party congresses at all levels, leading up to the 14th National Party Congress. In this important period, the system of goals and tasks for socio-economic development and national defense and security assurance has been initially shaped and implemented in practice, in accordance with the new context in each locality. On August 1, the Politburo and the Secretariat requested a strong shift at the grassroots level to proactively grasp and manage socio-economic, national defense and security.

The government operates smoothly

One of the outstanding results after more than a month of operating the two-level government model is that the provinces, cities, communes, wards and special economic zones after the merger have quickly come into stable operation, without any gaps in management and better serving the people and businesses. At the same time, localities have reviewed and re-evaluated the current situation, socio -economic characteristics and national defense and security tasks on the basis of the new administrative unit, as a basis for setting goals and tasks in the coming term.

In just a short time, a historical mark was made when for the first time the whole country simultaneously operated the two-level local government model. In particular, all 3,321 party committees of communes, wards and special zones will hold the first party congress for the 2025-2030 term. This is a milestone opening a new development period, of special importance to each locality.

Through monitoring practice, up to now, many Party Committees of communes, wards and special zones across the country have successfully organized congresses. A common denominator that is easy to see is that Party Committees at the commune level have shown great determination, clearly defining viewpoints, goals, key tasks, as well as breakthroughs to join the whole country in entering a new era of development.

Development expectations in the new period are all breakthroughs, clearly demonstrating the potential and strengths of each locality. In Hanoi , city leaders attended and directed the Party Congresses of communes and wards. Politburo member, Secretary of the City Party Committee, Head of the Hanoi City National Assembly Delegation Bui Thi Minh Hoai, when attending the 1st Party Congress of Phuc Tho Commune, term 2025-2030 (July 23, 2025), emphasized: "The 1st Party Congress of Phuc Tho Commune is an important political event for the Party Committee, government and people of the commune, and at the same time is a milestone, inspiring a new development path - where faith, aspiration and responsibility converge to continue writing glorious pages of history for the homeland, making Phuc Tho an ecological urban area of ​​the Capital".

The ongoing Party Congresses at all levels are both important political events and historical milestones in each locality after the administrative reorganization. Therefore, local Party committees and authorities need to fully and deeply understand, thereby shaping the future of development to ensure long-term, sustainable and closely connected, dialectical. This very important issue has been mentioned many times by General Secretary To Lam.

Speaking at the first Congress of the Party Committee of Nghia Tru Commune (Hung Yen Province), term 2025-2030 (July 14, 2025), the leader of our Party pointed out: "We must affirm the role of the commune in the new development space, must build a new development space with sufficient population size, larger natural area, and diversified economic scale. The Party Committee of the commune needs to build a team of cadres with enough heart, vision, talent, and credibility, practice what they say, avoid formalities, show off, fear of innovation, promote democracy in the Party, and at the same time strictly maintain discipline and order." The issues raised by General Secretary To Lam for Nghia Tru commune are also particularly important notes for localities after the rearrangement of administrative units in the whole country.

In short, the two-level local government operating simultaneously with the organization of Party congresses at all levels is creating many favorable conditions, a rare opportunity for Party committees and authorities at all levels to demonstrate their mettle, flexible adaptation, proactiveness, and creativity in closely combining Party building, a clean and strong political system with leadership in socio-economic development, and ensuring national defense and security at the local level.

Capacity building at commune level

The Central Government always sets very high requirements for the local government apparatus operating under the new model. After exactly one month of operation, the Politburo and the Secretariat issued Conclusion No. 183-KL/TU (dated August 1, 2025) on actively implementing the two-level local government model, strongly shifting the grassroots level to proactively grasp and manage the socio-economy, national defense and security.

Thus, one of the requirements that the Central Government attaches special importance to for the two-level local government after it has been put into stable operation is to "strongly shift the grassroots level to proactively grasp and manage the socio-economic, national defense and security". Because in reality, the leadership, direction and management of the Party Committee and the grassroots government are effective or not, ultimately, the results achieved in socio-economic development and ensuring national defense and security. In other words, the core requirements currently placed on local Party Committees and governments are to operate stably and smoothly to serve the goals of socio-economic development and ensuring national defense and security. These requirements have a dialectical relationship to realize the ultimate goal of improving the material and spiritual life of the people. This is one of the goals of socialism that we are striving to build.

With such importance, the Politburo and the Secretariat require Party committees and organizations from the central to local levels to continue to ensure that the two-level local government operates stably and smoothly, serving the people and businesses better and better. At the same time, Party committees and grassroots authorities focus on promoting socio-economic development and organizing Party congresses at all levels well according to plan.

In the process of performing assigned duties and tasks, the current high requirement for agencies, units and localities is to be proactive, creative and not to wait or rely on superiors. Accordingly, Party committees and authorities of provinces and cities need to continue to urgently strengthen the capacity of the grassroots level, especially in terms of staff to ensure both quantity and quality. Along with that, promote decentralization and delegation of power; innovate the financial budget allocation structure for grassroots authorities, arrange the budget, fully equip facilities, working conditions and means. Another extremely important task is to train and foster the capacity of grassroots cadres, civil servants and public employees, especially in the contents of socio-economic development in the new situation, modern administrative management skills, application of information technology, administrative communication, etc.

On a general level, our Party and State always identify the core task of building an independent, self-reliant, self-reliant, fast-growing and sustainable economy. In the new revolutionary period, our country has established a growth model that takes science, technology, innovation and digital transformation as the main driving force, while simultaneously unleashing all other resources to contribute to the country's development. In this context, two-level local governments, especially the commune level - the direct administrative level closest to the people, need to innovate their management thinking in the direction of a development-creating government. The organization of the commune-level apparatus needs to operate in a streamlined, efficient manner, in accordance with the two-level model of operating for the people, serving the people's needs. The team of commune, ward and special zone cadres needs to have comprehensive capacity, be able to apply digital technology, understand the people, be close to reality, strongly implement administrative reforms and digital transformation to serve the people and businesses in the best conditions...

In particular, along with successfully organizing the congress as planned, the new Party Committees at all levels in localities need to urgently concretize the congress resolutions into programs and action plans, with clear tasks, specific assignments and responsibilities for each cadre, civil servant, and public employee...

In the current context, the two-level local government, especially communes, wards and special economic zones, is very busy with work. To successfully complete tasks from socio-economic development, ensuring national defense and security, to serving people and businesses in handling administrative procedures, the most important requirement is that the staff must be truly exemplary, clean, dare to think, dare to do, dare to take responsibility, dare to sacrifice personal interests and always work for the common interests of the agency, unit and locality.
