Innovation and companionship with two-level government
Hue-S is developed in the direction of a super application on the mobile platform - a single application integrating a variety of services. To date, there have been more than 1.3 million registered accounts, of which 900,000 accounts are authenticated via VNeID. On average, each year, it records over 25 million visits, with an average usage time of nearly 4 hours/day. Hue-S also connects to most provinces, cities and 20 countries in the world , affirming its wide influence.
To meet the requirements of the 2-level government apparatus, Hue-S has been upgraded to become a core platform. Outstanding functions including: 2-level interaction; task monitoring system; digital working platform; paperless meetings... have been established and upgraded to effectively connect the city level and the commune, ward level, as well as departments and branches. In particular, the "2-level Handbook" tool has been updated on Hue-S, providing documents and professional instructions, helping grassroots officials to look up and handle work accurately and consistently.
Mr. Tran Trong Hieu - Deputy Director in charge of the Center for Monitoring and Operation of Smart Cities (HueIOC) said: Accompanying the 2-level local government, Hue-S has integrated the "Task Monitoring" system for localities to monitor and report on progress in implementing targets, and at the same time serve as a basis for evaluating work performance. The "2-level Interaction" tool allows commune and ward officials to send questions directly to the city level and related departments and branches; at the same time, refer to experiences from other localities. This is an effective solution to help the 2-level local government operate more synchronously, uniformly and effectively.
In addition, the digital working platform and paperless meetings help staff process documents, receive field feedback, organize meetings... entirely in the digital environment. Hue-S is not just an application but has become a comprehensive management and operation tool, helping leaders at 2 levels have a comprehensive and transparent picture of the development situation, while helping people and businesses have more channels for quick and convenient interaction.
According to statistics, after the two-level local government was put into operation, the rate of administrative records in Hue processed correctly and before the deadline reached 96%; the rate of online public services reached the top 5 nationwide, reaching 92.04%; the rate of providing online public services throughout the process reached 100%; the rate of providing electronic administrative procedure settlement results reached 100%. Hue is currently leading the country in settling administrative procedures at the commune and ward levels... These achievements affirm the effective accompaniment and positive impact of the Hue-S platform in the process of innovation and improving the quality of service for people and businesses.
Expanding facilities, creating the future
If Hue-S was previously best known for its “on-the-spot reflection” feature, now this platform has expanded, becoming a “digital city within reach” of every citizen. With just one application, citizens can: Submit, digitally sign, track and manage online public service records; make cashless payments for fees, charges, electricity, water and telecommunications bills; monitor education , health and food safety information; receive information on natural disaster warnings, epidemics and flood situations from the camera surveillance system; look up smart traffic and digital tourism services; study online, improve digital skills...
In particular, Hue-S has integrated AI into urban data analysis, helping to identify trends and make timely management recommendations. Data reflecting on the environment, traffic, and urban order are automatically synthesized and analyzed by the system to provide early warnings, thereby supporting authorities to handle quickly and minimize risks. Instead of the previous process, from receiving feedback to transmitting information, data and transferring to relevant units for processing, which took an average of 7 days, now thanks to the application of AI in handling "on-the-spot feedback", many cases have been resolved within 60 minutes.
Hue-S also aims for digital inclusion when deploying utilities for many target groups: Party members, union members, women's associations, community digital technology groups, press agencies, etc. The elderly and people with disabilities can use voice virtual assistants; students can access the digital education system; tourists have more convenient experience channels.
According to Decision 2325/QD-UBND, dated July 25, 2025 of Hue City People's Committee, Hue-S is in the List of key digital platforms for the period 2025 - 2030, and at the same time serves as a "launching pad" to integrate many other platforms such as: Digital learning platform; Digital reporting; Data sharing and connection system; Online monitoring, centralized data analysis, overall city-wide management... This is the basis for Hue-S to become more and more diverse and comprehensive.
Deputy Director in charge of HueIOC, Mr. Tran Trong Hieu added: Hue-S is aiming to become a super application, where people can solve most of their administrative needs, urban services and life utilities, and at the same time be a transparent and effective management tool for the two-level local government. With the role of the core digital platform in the digital government solution set, Hue-S continues to innovate and upgrade to be both a government management tool and a "companion" of the people, contributing to bringing Hue closer to the goal of building a smart, modern and sustainable city. |
