Continue to strictly direct the implementation of Directive No. 26-CT/TW, dated November 23, 2023 of the Central Party Secretariat on the organization of the Year of the Dragon in 2024; in which, it is necessary to pay attention to strictly implementing Regulation No. 08 of the Central Party Executive Committee on the exemplary responsibility of cadres and party members; do not organize visits and New Year greetings to superiors and leaders at all levels.

Strictly implement the policy of prohibiting giving and receiving Tet gifts to leaders at all levels in any form; prohibiting the use of budget, means, and public assets against regulations for festival and entertainment activities during Tet.

Focus on implementing well policies to ensure social security and welfare, especially in 2024 - the 70th anniversary of the Capital Liberation Day, in which special attention is paid to implementing well social security policies, caring for and supporting policy families and meritorious people; building new and repairing houses for poor and near-poor households in the City...

Mr. Tran Sy Thanh requested agencies, units, and localities, in addition to the City budget, to continue mobilizing social resources, develop specific plans to visit and give gifts to policy families and meritorious people in the City on the occasion of the Lunar New Year 2024; especially for the poor, workers in especially difficult circumstances, people affected by natural disasters, storms, floods; typical organizations and individuals; social protection centers...

Pay attention to, encourage, and provide material and spiritual care to the families of soldiers who are citizens of the Capital on duty, other units performing duties during Tet holidays... and other subjects according to regulations.

The City Party Committee's Propaganda Department and the Department of Information and Communications need to increase articles and propaganda about awareness of participating in cultural activities and festivals; about the topics of traffic safety, food safety, the harmful effects of drinking beer, alcohol and stimulants during Tet so that the people of the capital can celebrate the Lunar New Year 2024 in a truly joyful, healthy and safe manner.

The Department of Culture and Sports closely coordinates with relevant agencies and units to develop and organize the implementation of plans for street decoration, visual promotion, and festival management; to decorate lighting systems at central and city headquarters and high-rise buildings in the area; to consider, select, and organize cultural, artistic, and performing arts activities to ensure they are consistent with the traditions and culture of the capital... contributing to promoting and introducing the image and people of Hanoi to provinces and cities in the country and internationally.

Immediately deploy plans for electricity and water supply; lighting, street decoration, flower gardens, ornamental plants, and key projects; environmental sanitation, ensuring the city's streets and environment are "bright, green, clean, and beautiful" before, during, and after Tet.

In particular, special attention is paid to ensuring environmental hygiene, not allowing waste and scrap to accumulate in alleys, hamlets, parks, flower gardens, public entertainment places, historical sites, and festivals. Regularly inspect and check construction works, shops, households providing food services, and traditional markets, ensuring strict compliance with regulations on food hygiene and safety, environmental hygiene, strictly controlling waste sources, and strictly handling violations and intentional violations of environmental hygiene.

Departments, branches, sectors and People's Committees of districts, towns and cities shall strengthen inspection and examination, promptly prevent and handle violations of food safety and social evils, especially at food and alcoholic beverage shops in areas where the Spring Festival is held. Organize to review and correctly assess the actual market developments, forecast people's consumption levels during Tet to proactively develop plans to manage, reserve and coordinate goods and prices, ensuring adequate supply of goods for people during Tet.

The preventive health system needs to strengthen monitoring, disease prevention and control at all levels.

Develop a plan to visit and motivate armed forces on combat readiness, security and order duty, traffic safety, and workers in factories, electricity, environmental sanitation, information, public passenger transport, etc.

State agencies strictly implement the Tet holiday, have plans to assign and arrange officers, civil servants and employees to be on duty, handle and promptly resolve all work during the Tet holiday and return to work immediately after the end of the Tet holiday.

The Chairman of the City People's Committee also requested units to strengthen political security and social order and safety before, during and after the 2024 New Year and the 2024 Lunar New Year so that the people of the capital can celebrate the New Year in peace, joy and excitement.
