Regarding the land at 94 Lo Duc Street (Hai Ba Trung District), this is a 4-frontage land because it is located between four streets: Nguyen Cong Tru, Thi Sach, Hoa Ma and Lo Duc. This place used to be the Hanoi Wine Factory managed by the Alcohol Joint Stock Company.

Following the policy of relocating the factory out of the inner city, since 2013, the Hanoi People's Committee has cleared the land, planning to build a school on this plot of land. After the land was reclaimed, the plot of land was assigned to Thien Binh Urban Development and Business Investment Company Limited to study and establish the project.

Thien Binh Urban Development and Business Investment Company Limited is headquartered at 94 Lo Duc, the legal representative is Mr. Do Anh Dung (contributing 99% of capital), at this time Mr. Do Anh Dung is also the Chairman of Tan Hoang Minh Group Joint Stock Company.

Currently, a part of the land has been used to build a school and a flower garden. The project is still abandoned, with weeds growing taller than people. According to the Chairman of the Hanoi People's Committee, the project of the Office Complex, Hotel, Commercial Center, and Apartments for Sale at 94 Lo Duc has been dragging on for many years. At this point, the city needs to focus on solving and removing the problem to prevent waste and not cause damage to the State. Chairman of the Hanoi People's Committee Tran Sy Thanh requested that this project must be completely handled in January 2025.

Another project that the Chairman of the Hanoi People's Committee, Tran Sy Thanh, directed to be resolved is the land lot at 31-33-35 Ly Thuong Kiet with an area of ​​2,245 square meters. This is a very special location because it has 3 street fronts: Ly Thuong Kiet - Hang Bai - Vong Duc, and is currently under the use of Saigon - Hanoi Commercial Joint Stock Bank (SHB).

According to research, the investor of this project proposed to build the bank's headquarters on a scale of about 45 meters, equivalent to more than 13 floors. However, the area's planning basically stipulates that it cannot be built higher than 8 floors.

To resolve the issue, Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Planning and Architecture to coordinate with the People's Committee of Hoan Kiem District in December 2024 to organize the preparation of urban design plans for streets, and submit them for appraisal and approval according to current regulations of law. After the plan is approved, SHB Bank will complete the project investment proposal documents and submit them to the competent authority for approval.
