On the morning of June 28, the 10th term of Ho Chi Minh City People's Council, 2021-2026 term, held the 23rd session (special session).

The meeting was chaired by comrades: Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the People's Council of Ho Chi Minh City; Pham Thanh Kien, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the People's Council of Ho Chi Minh City; Huynh Thanh Nhan, Vice Chairman of the People's Council of Ho Chi Minh City.
Speaking at the opening of the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le emphasized that the thematic session is to decide on important issues of the city, and at the same time review the activities of the Ho Chi Minh City People's Council in the 2021-2025 period before merging the three localities of Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City.
According to comrade Nguyen Thi Le, with the responsibility of representing the people, right from the beginning of the term, the People's Council of Ho Chi Minh City determined the need to innovate the supervision mechanism to effectively perform functions and tasks in implementing urban government.
At the same time, promptly and effectively implement Resolution No. 98/2023/QH15 of the National Assembly . The activities of the Ho Chi Minh City People's Council always demonstrate efforts, overcoming challenges and difficulties to successfully complete assigned tasks. Thereby, making important contributions to the city's development and bringing historical values to the city named after Uncle Ho.
According to comrade Nguyen Thi Le, in the context of many favorable conditions and intertwined opportunities, the People's Council of Ho Chi Minh City has promoted its revolutionary tradition, steadfastness, solidarity, dynamism, creativity, humanity, striving, improving, innovating, always acting for the benefit of the people, to complete the set socio-economic goals.
On July 1, the whole country will officially organize a two-level local government with much confidence and hope so that the government will be closer to the people and serve them better and better. In this session, the People's Council of Ho Chi Minh City will focus on discussing and considering the adoption of resolutions related to the fields of economy, urban, culture - society, education, etc. At the same time, the session will review and evaluate the activities of the People's Council of Ho Chi Minh City, term X, 2021-2025.
Comrade Nguyen Thi Le emphasized that this is a meeting of special significance, serving as a bridge between the 2021-2026 term and the new period with many turning points. That is the implementation of the arrangement of administrative units and the operation of the 2-level local government model.
"The session is not only an opportunity for us to look back and comprehensively evaluate the results achieved, point out the shortcomings and limitations in the operation of the 10th term of the People's Council of Ho Chi Minh City, 2021 - 2025 period; analyze the causes, draw profound lessons, but also an opportunity to inherit and promote the achievements of the past term, creating a solid foundation for continuing to innovate, improve the quality, effectiveness and efficiency of the City People's Council's operations in the coming time."
The Chairman of the People's Council of Ho Chi Minh City commented that the People's Committee of Ho Chi Minh City and relevant agencies have spent a lot of time and effort to carefully and thoroughly prepare the contents to submit to the City People's Council for consideration and decision. He asked the delegates to continue to uphold the spirit of responsibility, solidarity, democracy, and intelligence, and contribute many profound, dedicated, and quality opinions to contribute to the success of the session.
