In recent years, the Central Party Committee of the Public Security and the leadership of the Ministry of Public Security have paid special attention to children's work, building happy and sustainable families for police officers and soldiers; at the same time, they have directed the Public Security of units and localities to focus on performing assigned tasks related to the inter-sectoral coordination of the Ministry of Public Security in implementing activities to prevent and respond to gender-based violence; promoting the organization of social charity activities, gratitude, poverty reduction, and joint activities with the community, focusing on caring for the disadvantaged in society, especially children in the areas where the units are stationed through the programs "Godmother", "Adopted Police Child", "Helping Children Go to School", "Adopted Trade Union Child".

Up to now, more than 3,000 orphans and children in difficult circumstances have been cared for and supported by the police of various units and localities. The effectiveness of the program has created a clear change in the awareness and role of responsibility of officers and soldiers in educating and caring for children. Most of the godchildren and grandchildren of police officers and soldiers study and practice well, are obedient and filial to their grandparents and parents, and have a sense of community building; many children have achieved high results in excellent student exams at all levels.

Delighted to meet the students who are children of police martyrs, children of the Police Women's Union, adopted children of communal police, children of officers and soldiers who won national and international prizes in the 2023-2024 school year, President To Lam highly appreciated the initiative of the Ministry of Public Security to organize the program "Summer Camp of Love", implementing models of children of the Police Women's Union, adopted children of communal police. These are programs of profound humanistic significance, an opportunity for children of martyrs, children in difficult circumstances, with excellent academic achievements to meet, exchange, learn with the spirit of love, sympathy and solidarity, overcome difficulties, promote achievements to increasingly progress, and become useful citizens.

The President affirmed that our Party, State and people have, are and will always devote all their love and the most precious things to children in the spirit of "Children are like buds on a branch". There have been many activities to protect and care for children such as the programs "Spring for children", "Smile surgery", "For the hearts of children"; many meaningful movements such as "Spring for orphans with no place to rely on", "Scholarships for poor and studious children"; in the People's Public Security, there is a program to support the construction and repair of tens of thousands of houses for poor households and households with housing difficulties in ethnic minority areas, the construction of schools in mountainous areas, the programs "Adopted children of the Commune Police", "Godmother", "Waves and computers for children"...

Believing that these are very practical programs, which have supported children in many aspects from physical to mental, helping them overcome difficulties and access conditions for comprehensive development, President To Lam requested ministries, branches, sectors, Party committees and authorities at all levels to focus on resolutely and effectively implementing the Party's policies and the State's laws and policies on child care, education and protection with very specific goals, namely: The whole society takes care of children, children in any circumstances must be taken care of; children of school age must all go to school. At the same time, there are special policies for children in ethnic minority areas; children in difficult circumstances are all taken care of; there is a regime of medical examination, care and treatment for children with congenital diseases and disabilities and must be given equal and thoughtful care; condemn all acts of abuse, threats, violations and exploitation of children...

The President noted that the Central Committee of the Ho Chi Minh Communist Youth Union should focus on leading the Youth Union at all levels to actively and proactively implement and participate in monitoring the 2016 Law on Children. Well perform the role of an organization representing the voice and aspirations of children, promptly reflect, propose, recommend and participate in solving social issues related to children, especially preventing and combating school violence, injuries and child abuse. Maintain close ties with youth; organize programs, launch movements, truly promote the role of representing the voice and aspirations of children. The Vietnam Women's Union actively performs its role and responsibility in supporting parents in taking care of the health, education and protection of children, especially girls...

The Ministry of Labor, War Invalids and Social Affairs needs to effectively carry out tasks related to children in the National Target Programs for the period 2021-2025 and the National Action Program for Children for the period 2021-2030. Provide timely support and intervention for children at risk and abused; care for children in special circumstances. Regularly review and grasp the situation of children, children's issues, children's voices, thoughts, wishes and dreams of children, promptly detect and strictly handle violations of children's rights, promote traditional cultural values in the work of protecting, caring for and educating children.

President To Lam asked the police and military forces to continue to closely coordinate with agencies and organizations in the political system; mobilize the active participation of the people, creating a combined strength to improve the effectiveness of child care, education and protection.
