National Assembly Chairman outlines prerequisites for Can Tho's development

National Assembly Chairman Tran Thanh Man said that building a clean, strong Party and political system that is equal to its tasks is a prerequisite for the development of Can Tho city in the coming time.

On the morning of September 27, the 1st Congress of Can Tho City Party Committee for the 2025-2030 term officially opened.

By 2030, 16,900 social housing units will be completed.

The political report was built on the basis of three localities of Hau Giang, Soc Trang and Can Tho City (old) showing that the economic growth of the new city is quite high, the scale of the economy continues to expand, the total product in the area at current prices in 2025 increased quite high compared to the beginning of the term, labor productivity increased rapidly over the years.

The investment and business environment has been improved to be open, transparent, convenient, safe and friendly; the Provincial Competitiveness Index (PCI) of the three localities is ranked in the fair to high group.

The work of mobilizing resources for investment in developing socio-economic infrastructure has received attention and achieved many outstanding results.

The city has proactively integrated and effectively used state budget capital sources, while promoting the attraction of socialized resources, FDI capital, ODA capital and investment projects under the public-private partnership (PPP) method.

Many key projects and works have been implemented, gradually completing the infrastructure system of transportation, irrigation, urban areas, health care, education, and culture, thereby creating a driving force to promote socio-economic development and improve the quality of people's lives.

In the 2025-2030 term, the city has identified 28 targets, of which the average income per capita by 2030 strives to reach about 215 million VND/person/year; the average growth in the 2025-2030 period reaches 10-10.5%/year or more; the total annual budget revenue increases by about 15%, striving to reach an estimated 57,000 billion VND by 2030 (currently about 25,000 billion VND).

Regarding infrastructure targets, by 2030 the urbanization rate will reach 50% or more; strive to complete smart urban development tasks, and strive to complete 16,900 social housing units by 2030.

Regarding social indicators, by 2030, the average life expectancy from birth will reach about 75.5 years, of which the healthy life expectancy will reach at least 68 years; strive to reach 19 doctors/10,000 people, the number of hospital beds by the end of 2030 will reach over 44 beds/10,000 people; achieve universal health insurance coverage and 100% of people will enjoy annual health check-up policies...

Speaking at the congress, National Assembly Chairman Tran Thanh Man expressed Commend, acknowledge and appreciate the results and achievements of Can Tho city, Hau Giang province, Soc Trang province in the past, now Can Tho city, achieved in the past term.

Regarding the tasks of the next term, the National Assembly Chairman emphasized that building a clean and strong Party and political system that is equal to the tasks is a prerequisite for the city's development.

Therefore, it is necessary to select and arrange the right staff for the right job, with both virtue and talent; focus on training and improving the quality of the staff, creating a source of young staff.

At the same time, we must strongly innovate and improve the effectiveness and efficiency of Party inspection, supervision and discipline work; strengthen the prevention and fight against corruption, waste and negativity with higher determination and stronger actions, and overcome the weaknesses and shortcomings of the past term.

Next is to operate the two-level local government to ensure smoothness and synchronization, meeting the requirements and tasks of local development in the new period. Continue to review and implement decentralization and delegation of power between local government levels, and promote administrative procedure reform.

The city needs to continue to improve the staff work in the vacant positions, attract talented people to contribute to the city, proactively review, adjust, and arrange the right people for the right job, with the right expertise and profession.

"Can Tho is a locality that is implementing mergers and acquisitions, so the congress will not elect a new Party Executive Committee, but will follow the process and plan decided by the Central Committee.

Therefore, I request comrade Le Quang Tung (Can Tho City Party Committee Secretary) to focus on his efforts and determination, together with comrades in the Executive Committee and Standing Committee, to lead and direct the completion of the content of the congress documents, develop an action program to implement the congress resolution with appropriate tasks, solutions, and a feasible roadmap.

"Successfully implement the goals and targets of the congress and the resolution of the upcoming 14th Party Congress, along with the orientations and directions of the Central Committee, the Politburo, and the Secretariat, so that Can Tho can have a new and strong step of development, for the whole country, together with the whole country to develop prosperously and well," Mr. Man confided.

Speaking at the congress, Secretary of the Can Tho City Party Committee Le Quang Tung expressed his honor and emotion when the Politburo and the Secretariat trusted, transferred and assigned the important responsibility of Secretary of the Can Tho City Party Committee - a land rich in revolutionary tradition, full of affection and generosity.

"Entering a new phase, with a larger scale and development space, Can Tho carries the responsibility of being both a central, modern, dynamic urban area and a land deeply attached to agriculture, farmers, and rural areas of the delta.

This is an opportunity for the city to maximize its advantages, connecting urban strength with rural potential, creating harmonious, sustainable and inclusive development," said Mr. Tung.
