Can Tho: Central position and driving force for development in the Mekong Delta region

Can Tho aims to become the center of economic, cultural and technological development of the Mekong Delta region by 2030 and beyond.

On the morning of September 27, the 1st Congress of Can Tho City Party Committee, term 2025-2030, officially opened with the participation of 484 outstanding delegates, representing more than 143,000 party members in the entire Party Committee.

Politburo member and National Assembly Chairman Tran Thanh Man attended and delivered a speech directing the Congress.

The Party Central Committee, General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh sent flower baskets to congratulate the Congress.

Attending the Congress were Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission Le Minh Hung; Party Central Committee members, former Party Central Committee members, representatives of leaders of central departments, ministries and branches; Party Committee, Command of Military Region 9; leaders and former leaders of Can Tho city, Soc Trang province, Hau Giang province through the terms.

With the theme: "Promoting the tradition of solidarity; building and rectifying the Party and the political system to be clean and strong in all aspects; mobilizing all resources, making breakthroughs, being creative, integrating internationally, developing Can Tho city quickly, sustainably and modernly", the Congress focused on assessing the results of the implementation of the Resolution for the 2020-2025 term; setting out goals, tasks and solutions for the 2025-2030 term; and at the same time discussing and contributing opinions to the draft documents of the 14th National Congress of the Party and the documents of the 1st Congress of Can Tho city, term 2025-2030.

At the Congress, Deputy Head of the Central Organizing Committee Nguyen Thanh Tam announced the Politburo's Decisions on appointing the Party Executive Committee, the Standing Committee of the City Party Committee, the Secretary and Deputy Secretaries of the Can Tho City Party Committee for the 2025-2030 term.

Accordingly, the Politburo decided: Comrade Le Quang Tung, member of the Party Central Committee, member of the Standing Committee of the National Assembly Party Committee, member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, Head of the Office of the 15th National Assembly, ceased to participate in the Executive Committee, the Standing Committee of the National Assembly Party Committee for the 2020-2025 term and related positions; transferred, assigned, appointed to participate in the Executive Committee, the Standing Committee and hold the position of Secretary of the Can Tho City Party Committee, term 2025-2030.

The Executive Committee of the Can Tho City Party Committee consists of 77 comrades, the Standing Committee of the City Party Committee consists of 18 comrades.

At the Congress, Deputy Head of the Central Organizing Committee Nguyen Thanh Tam said that recently, the Politburo decided that Comrade Do Thanh Binh would cease to participate in the Executive Committee, the Standing Committee, and cease to hold the position of Secretary of the Can Tho City Party Committee for the 2025-2030 term, and would transfer, assign, and appoint him to the position of Deputy Head of the Central Organizing Committee, Permanent Deputy Minister of Home Affairs. Comrade Do Thanh Binh will continue to direct and direct the entire Congress of Can Tho City Party Committee for the 2025-2030 term.

By 2030, Can Tho will become a national growth pole.

In his opening speech, Secretary of the Can Tho City Party Committee for the 2020-2025 term Do Thanh Binh emphasized that, promoting the heroic historical and cultural traditions of the homeland and the rich revolutionary tradition, the City Party Committee must constantly strive and work harder, join hands, be unanimous, pioneer exemplary and responsible, promote the strength of the great solidarity bloc to successfully implement the goals, tasks and solutions set out by the Congress, build and develop the city to be more and more civilized and modern, meeting the trust, expectations and aspirations of the city's cadres, party members and people, and the expectations of the Central Government.

The political report presented to the Congress clearly stated the general goal: Can Tho City strives to become a national growth pole by 2030, playing the role of a driving force for development, spreading and leading the whole region. By 2045, it will be an ecological, civilized and modern city, striving to be among the group of fairly developed cities in Asia, becoming a livable city in Vietnam.

The political report sets out 28 targets including: Economic targets (8 targets); social targets (7 targets); environmental targets (4 targets); infrastructure development targets (3 targets); targets on Party building and the political system (3 targets); targets on national defense, security, and foreign affairs (3 targets) and at the same time identifies 5 key tasks, 3 breakthroughs and 10 groups of solutions for the 2025 - 2030 term.

In particular, 3 breakthroughs are identified as: Promoting the attraction, training and development of human resources, especially high-quality human resources; enhancing research, application of science and technology, innovation and digital transformation in all fields; promoting and expanding international cooperation to attract resources for socio-economic development and promoting the image of Can Tho city in the region and internationally.

Along with that, developing the socio-economic infrastructure system, especially transport infrastructure; information technology infrastructure, digital infrastructure; infrastructure of industrial parks and clusters and concentrated information technology; attracting investment, building modern logistics centers, linked with international seaports and airports.

At the same time, it is necessary to innovate thinking, unify awareness and action of Party committees, authorities, the entire political system, business community and people of the city on the position and role of the private economy; focus on consolidating and developing new private enterprises; build and perfect the system of mechanisms and policies, promote administrative reform, and improve the investment and business environment.

Solidarity in essence, high unity in thought and action

In his speech, National Assembly Chairman Tran Thanh Man emphasized that this City Party Congress is an hopeful start of new leadership thinking, new governance model, new determination, and new development aspirations of the Party Committee, government, and people of Can Tho City. Can Tho will affirm its central position and driving force for development in the Mekong Delta region, worthy of being a centrally-run city.

During the past term, despite facing many difficulties and challenges, the Party Committee, government and people of Can Tho city, Hau Giang province and Soc Trang province (formerly) have strived and achieved many remarkable achievements.

The scale of the economy continued to expand, reaching 312,621 billion VND; average growth of 7.41% per year; GRDP per capita reached 96.9 million VND; budget revenue reached over 105 trillion VND. New rural construction exceeded the set plan, the poverty rate was 0.74%.

In addition, social security is ensured, the material and spiritual life of the people is increasingly improved. Party building work is promoted, the leadership capacity and fighting strength of Party organizations at all levels are gradually improved...

On behalf of the Politburo, the National Assembly Chairman warmly commended, acknowledged and highly appreciated the results and achievements of Can Tho city, Hau Giang province, Soc Trang province (formerly), now Can Tho city, achieved in the past term.

Considering that Can Tho possesses many advantages and potentials that few other places have, a system of road, waterway, aviation, seaport, unique river culture, and dynamic and loyal people, the National Assembly Chairman pointed out that the requirements for the city must be higher and more comprehensive than those of other localities.

To achieve the goal of turning our country into a developing country by 2030, the 100th anniversary of the Party's founding, with modern industry and high average income; and becoming a developed country with high income by 2045, the 100th anniversary of the Party's founding, with high income, the City Party Committee must have a vision not just for a few years or a term, but must look further, longer term, with appropriate methods and steps for each specific stage.

According to the National Assembly Chairman, building a clean, strong Party and political system that is equal to its tasks is a prerequisite for the city's development. Ensuring real solidarity and high unity in thought and action. Thoroughly grasping the viewpoint that "cadres are the root of all work", cadre work is "the key of the key."

Select and assign the right person to the right job, with both virtue and talent; focus on training and improving the quality of scientific staff, creating a source of young staff. Strongly innovate and improve the effectiveness and efficiency of inspection, supervision and Party discipline work.

Strengthen the fight against corruption, waste, and negativity with greater determination and stronger actions to overcome weaknesses and shortcomings of the past term.

The National Assembly Chairman requested that the operation of two-level local government must be smooth and synchronous, meeting the requirements and tasks of local development in the new period; and continuing to review and implement decentralization and delegation of power between local government levels.

The city needs to continue to improve the staffing in positions that are lacking to handle work, especially land procedures, strongly reform administrative procedures and public services; attract talented people; proactively review, adjust, and arrange personnel "right person, right job, right expertise, right profession", definitely not to have a shortage of staff, especially commune-level staff at present.

The National Assembly Chairman proposed strong solutions, specific action programs, and synchronous, drastic, and effective implementation of 7 very important Resolutions issued by the Politburo in the past 9 months. The city should study and propose the Central Committee to summarize Resolution 59 on the construction and development of Can Tho city to 2030, with a vision to 2045, and Resolution 45 of the National Assembly; proactively study and propose amendments and supplements to Resolution 45 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho city; especially, promoting the development of science and technology, innovation and digital transformation, learning from the development models of major cities in the country, the region, and internationally. Can Tho must become a major scientific research center of the region, must undergo digital transformation, and apply artificial intelligence synchronously throughout the political system and the people.

The city focuses highly on economic development, focusing on regional connectivity; focusing on environmental protection, responding to climate change; strongly promoting advantages of international airports, seaports, waterways, highways, exploiting new development spaces, completely removing bottlenecks, building Can Tho into a center of logistics, high-tech agricultural and aquatic product processing industry, trade services, finance, education, healthcare, science and technology of the region and the whole country.

Strongly develop special tourism, promote the brand "Can Tho - river city"; exploit the cultural identity of rivers, become an international destination. The city carries out urban and rural development simultaneously, must be planned, methodical, create a unified whole, develop in balance, harmony, complement each other.

The National Assembly Chairman noted that closely combining socio-economic development with strengthening national defense, security and foreign affairs, maintaining political stability and social order and safety; promoting the core role of the Fatherland Front and socio-political organizations in gathering, arousing and promoting the great strength of the great national unity bloc.

The People's Council and the National Assembly Delegation of Can Tho City closely coordinate with the Fatherland Front and socio-political organizations in performing assigned duties and tasks. In the immediate future, they will coordinate to prepare for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.

In particular, the entire political system of the city needs to study and thoroughly grasp the spirit of General Secretary To Lam's direction: People are the center, subject, goal and driving force of innovation - Combining democracy, discipline, rule of law - Moving from a formal movement to substantive results.

Congratulating comrade Do Thanh Binh and comrade Le Quang Tung on being assigned new responsibilities by the Politburo, the National Assembly Chairman expressed his confidence that they will excellently fulfill their assigned tasks.

The National Assembly Chairman requested Comrade Le Quang Tung to focus his efforts and determination, together with comrades in the Executive Committee and the Standing Committee, to lead and direct the completion of the Congress documents; to develop an action program to implement the Congress Resolution, with appropriate tasks and solutions, and a feasible roadmap; to successfully implement the goals and targets of the Congress and the upcoming 14th Party Congress Resolution, along with the orientations and directions of the Central Committee, the Politburo, and the Secretariat, so that Can Tho can have a new and strong step of development, for the whole country, together with the whole country to develop prosperously and well.

Speaking at the inauguration ceremony, Secretary of the Can Tho City Party Committee for the 2025-2030 term Le Quang Tung expressed his honor to be trusted, transferred, mobilized and assigned a new responsibility by the Politburo and the Secretariat; affirming that this is a source of pride as well as a very heavy responsibility before the Party and the people. In his new position, comrade Le Quang Tung affirmed that he will promote the tradition of solidarity and determination with the Standing Committee and the Executive Committee of the City Party Committee to lead and direct the successful implementation of the set goals and tasks.

Comrade Le Quang Tung expressed his wish to continue receiving the attention and close direction of the Central Government, the coordination and support of ministries, branches and localities in the region, and above all, the trust and companionship of all cadres, party members and people of the city, determined to build Can Tho to be both modern and civilized, rich, beautiful, prosperous and affectionate - truly becoming the center of the Mekong Delta./.
