In recent times, the work of forest management and protection in the province has been promptly and synchronously implemented by local Party committees, authorities, relevant departments and branches, and forest owners, so the situation of forest environmental security in the province is basically stable. However, in some localities, illegal forest exploitation still occurs .

Considering the report and proposal of the Department of Agriculture and Environment in the following Documents: No. 689/BC-SNNMT dated July 3, 2025 on reporting the initial results of the inspection and handling of information published by Ha Tinh Newspaper on "Slicing up Ha Tinh coastal protection forests"; No. 3420/SNNMT-KL dated July 3, 2025 on strengthening forest management and protection in the province; in order to promptly rectify and overcome existing problems, and at the same time focus on organizing and effectively implementing forest management and protection, especially in the transition period and new activities of commune-level authorities, the Chairman of the Provincial People's Committee requests localities, forest owners, relevant departments and branches to strictly implement Document No. 4635/UBND-NL4 dated July 1, 2025 of the Provincial People's Committee directing on forest fire prevention and fighting.

At the same time, the People's Committees of wards and communes with forests focus on performing well the State management function of forests and forestry land in the area; regularly inspect and review to identify key forest areas with high risk of encroachment, especially natural forests, coastal protection forests... to increase patrolling, inspection and supervision forces to effectively implement forest management and protection at the root; review subjects that often violate the Forestry Law to have solutions for management, education , prevention and timely detection, strict handling of violations (if any); absolutely do not let forests be encroached.
Directing functional departments and branches (local forest rangers, police, military, grassroots security and order protection forces...) to strengthen coordination in inspecting and supervising forest owners to effectively protect forests at the root; programs and projects related to forests and forestry land; forest product trading and processing establishments...; promptly detect, prevent and strictly handle violations of the law.
Inspect and review the area of forestry land that has not been assigned or leased yet and is currently managed by the People's Committee at the commune level to develop a management and use plan that ensures compliance with legal regulations and effectively promotes the potential and advantages of forestry land in the area.
Strengthening propaganda, dissemination and legal education to raise awareness, consciousness and responsibility for forest management, protection, use and development in the management area; strengthening guidance for households, individuals and communities assigned land and forests to organize forest management, protection, use and development in accordance with regulations on forest management.
On the part of forest owners: strictly implement the forest owners' responsibility to protect forests according to the provisions of the Forestry Law; organize forest management, protection, use and development according to sustainable forest management plans; strengthen patrolling, inspection, and close monitoring of assigned forest and forestry land areas, especially existing natural forest areas; absolutely do not let forests be illegally exploited, cut down, cleared, or encroached upon. Strengthen forces, proactively coordinate with relevant departments, functional branches, and local authorities to organize patrols, inspections, and sweeps to do a good job of protecting forests at the root, detecting, preventing, and strictly handling violations of land and forestry laws.
The Department of Agriculture and Environment directed the forest rangers to continue to coordinate with functional agencies and local authorities of Thach Khe commune to inspect, verify, and clarify the case raised by Ha Tinh Newspaper to handle and advise on timely and serious handling in accordance with legal regulations.
Regularly monitor, urge, guide, direct and inspect local authorities and forest owners in implementing the instructions of the Provincial People's Committee on forest protection and development and forest fire prevention and fighting in the area; synthesize the implementation results and existing problems and difficulties in the whole province to proactively handle or advise the Provincial People's Committee to handle according to regulations.
Strengthen the force to closely follow the locality and base to coordinate with the People's Committee at the commune level to effectively perform the State management function of forestry in the area; inspect, promptly detect, prevent and strictly handle violations.
Urge and guide the People's Committees of wards and communes to inspect and review the area of forest land and forestry land that has not been assigned or leased yet and is currently managed by the People's Committees at the commune level to develop a management and arrangement plan for use in accordance with legal regulations and effectively promote the potential and advantages of forests and forestry land in the area.
The Provincial Police and the Provincial Military Command effectively organize the fight against violations of the Forestry Law; direct the subordinate departments and units, ward and commune police, and Border Guard Stations to strengthen close coordination with the forest rangers, local authorities, and forest owners to organize patrols, inspections, timely detection, prevention, and strict handling of violations of the Forestry Law and resistance against law enforcement officers.
The Department of Culture, Sports and Tourism and Ha Tinh Newspaper shall strengthen propaganda, dissemination and education of laws on forest management, protection and development; responsibilities of all levels, sectors and forest owners in forest protection and development; promptly set examples of organizations and individuals who do well, criticize acts of violating forestry laws and resisting law enforcement officers.
