Focus on doing a good job of compensation and resettlement in Hai Lang

Identifying land acquisition, compensation, support and resettlement as one of the important tasks, in recent times, Hai Lang district has synchronously deployed many solutions to mobilize the participation of the entire political system. Thanks to that, this work in the district has been carried out closely, promptly, accurately and fully, in accordance with legal regulations. Thereby, contributing to ensuring the legitimate and legal rights and interests and stabilizing the lives of people whose land has been acquired, minimizing disputes, complaints and denunciations among the people related to land management and site clearance (GPMB).

In the period of 2020 - 2024, in Hai Lang district, compensation, support and resettlement will be carried out for 62 works and projects; including many key national and provincial projects such as: Central road along the Southeast Quang Tri Economic Zone, My Thuy Port Area Phase 1, Quang Tri Industrial Park Phase 1, Infrastructure project for comprehensive development of Quang Tri province (BIIG2), 500 kV Quang Tri transformer station and Quang Tri - Vung Ang Da Nang connecting line.

Currently, the district is continuing to coordinate with investors to implement the site clearance work of phase 2 and phase 3 of the My Thuy Port project and the Quang Tri Industrial Park project, the Hai Lang LNG project phase 1...

In order for the projects to be implemented on schedule and according to the plan, on the basis of implementing the directives and instructions of the central government, the province and district have focused on directing and promoting propaganda and mobilizing people to strictly comply with the Party's policies and the State's laws and policies in the fields of land, compensation, and site clearance. Implementing well the democratic regulations in the process of propaganda and mobilization according to the motto "People know, people discuss, people do, people check, people supervise, people benefit".

At the same time, develop a detailed plan for site clearance for each specific project, coordination regulations, establish a site clearance steering committee, a propaganda and mobilization committee, establish a council and a support team to implement key national and provincial projects..., contributing to raising awareness of all levels, sectors, officials and people, creating favorable conditions in the process of project implementation, handing over the site on time.

The district's propaganda and mobilization committee has developed flexible, creative, practical, appropriate and effective methods and ways of propaganda and mobilization for land acquisition and clearance. Ensuring the comprehensive and regular leadership and direction of the Party Committee, the role of propaganda and mass mobilization work goes hand in hand with the government to propagate and mobilize, creating consensus among the people. The Steering Committee for Land Acquisition and Clearance in localities, especially localities with key projects, has also established a propaganda and mobilization team of the commune such as in Hai Truong commune when implementing the Quang Tri Industrial Park project (phase 1) and in Hai An commune when implementing the My Thuy Port project (phase 1), the organization and implementation follow the motto: "Go to every alley, knock on every house, check every object"; "Each object, each method", "Slow and steady wins the race".

Consult with the elderly, prestigious people, and key forces in the locality; mobilize and promote the exemplary role of cadres, civil servants, and party members in implementation, doing first, setting an example; classify subjects into groups to have appropriate propaganda and mobilization measures, on the principle of "Do easy first, do difficult later".

Party committees, authorities and organizations in the political system from district to grassroots levels have paid attention to directing and organizing the implementation of mass mobilization work in land acquisition and clearance to implement projects and works. Timely handling petitions and feedback from the people related to land acquisition and clearance, focusing on propaganda and mobilization, minimizing coercive measures in land acquisition and clearance. The units implementing land acquisition and clearance have focused on direct dialogue or meeting and contacting the people, grasping the situation, discussing solutions and promptly resolving the people's legitimate proposals and recommendations.

With the participation of the entire political system from the district to the grassroots, the work of compensation, support and resettlement has achieved remarkable results. In the period of 2020 - 2024, the district implemented compensation, support and resettlement to build 62 works and projects, including 11 transitional works and projects and 51 newly started works and projects, with a total recovered area of ​​1,128.44 hectares with 4,017 affected subjects, 1,627 mausoleums, graves, 10 family churches, temples, 47 economic infrastructure works to be relocated and 87 households to be resettled.

In general, when implementing works and projects, especially key national and provincial projects, the entire political system from the grassroots to the district has joined hands; there has been consensus and consistency in the direction process. People whose land is recovered in the project area always support, cooperate and agree, and trust in the Party's policies and the State's laws on land recovery for construction works and projects.

Minimize lawsuits, prevent "hot spots" and mass lawsuits due to land acquisition and site clearance.
