After two years of implementing and replicating the model of "Skilled Civil Service", the government's service to people and businesses has had positive changes, helping the service to people and businesses in communes, wards and towns in the province to become better and more professional.

The model of "Smart People's Mobilization" where the government serves people and businesses began to be piloted in March 2023 in 6 localities: Quang Trung Ward (now Le Loi Ward, Hung Yen City), Xuan Truc Commune (An Thi), Tan Chau Commune (Khoai Chau), Trung Hung Commune (now Yen My Town, Yen My District), Tan Quang Commune (Van Lam), Nhat Quang Commune (Phu Cu). By April 2024, the model continued to expand in 4 localities: Minh Duc Ward (My Hao Town), Hung Dao Commune (Tien Lu), Pham Ngu Lao Commune (Kim Dong), Me So Commune (Van Giang). By the end of 2024, the model had been replicated in 129/139 communes, wards and towns.

This "Smart Mass Mobilization" model focuses on improving the efficiency of government operations and cadres and civil servants to ensure transparency and democracy; building government operations in a close, serving direction towards e-government; ensuring facilities and a civilized office environment; building the image of an exemplary, friendly, and responsible government leader as well as a team of cadres, civil servants, employees, officers, and soldiers of the grassroots police force who are responsible to the people and businesses...

Up to now, Tan Chau commune (Khoai Chau) has implemented the model of "Smart mass mobilization" in which the government serves people and businesses for 2 years, bringing many positive results. At the One-Stop Department of Tan Chau commune, regulations, administrative procedures, fees and charges are publicly and fully posted; machinery and equipment are equipped for professional activities; cadres and civil servants comply with regulations, and improve their responsibility in serving the people. At the same time, the commune has many new ways of doing things, bringing remarkable results such as: Phone numbers, full names of the Party Secretary, Chairman of the Commune People's Committee, cadres and civil servants in charge of work and tasks are publicly posted in the most visible locations so that people and businesses know, can call, and send recommendations when necessary. Cadres and civil servants in the commune are willing to work overtime to complete the documents within the day; Receive and process a number of documents and procedures such as issuing death certificates, marriage certificates, etc. outside of office hours and on weekends to meet the needs of the people. Ms. Do Thi Hoa, Hong Quang village (Tan Chau commune) expressed: "Every time we come to the commune to carry out administrative procedures, we are enthusiastically guided by the commune's officials and civil servants, and the procedures are resolved quickly and promptly. We are very satisfied." Since the model was deployed, 100% of administrative procedure files in the commune have been resolved on time and ahead of schedule. In 2024, the Party building work and the government building work of Tan Chau commune were assessed to have completed their tasks excellently.

At the end of 2024, Le Loi ward (Hung Yen city) was established on the basis of merging Quang Trung ward and Le Loi ward. Although the "Smart People's Mobilization" model of the government serving people and businesses has not been officially announced, the ward has effectively applied the implementation method of the model from Quang Trung ward before. Comrade Nguyen Quang Viet, Chairman of the People's Committee of Le Loi ward shared: To improve the efficiency of serving people and businesses, the Party Committee and the People's Committee of the ward consider personnel work as the most priority solution. The ward arranges cadres and civil servants to work at the One-Stop Department who are young, proficient in information technology, dynamic, creative, proactive in administrative reform, and capable of meeting the requirements of the model.

Phu Cu district currently has 100% of communes and towns implementing the model of "Smart Mass Mobilization" in which the government serves the people and businesses. Comrade Mai Thi Thanh Lan, Deputy Head of the Propaganda and Mass Mobilization Committee of Phu Cu District Party Committee, said: Implementing the model of "Smart Mass Mobilization", the Party Committee and People's Committees of communes and towns in the district have strengthened innovation in leadership and direction methods in handling administrative procedures; grasped and promptly and effectively resolved the people's recommendations and pressing issues; linked the implementation of the model with the direction and organization of work areas according to functions and tasks, thereby contributing to the completion of tasks of socio-economic development, security, national defense and local military .

According to the Provincial Party Committee's Propaganda and Mass Mobilization Department, in 2024, on average, communes, wards and towns received about 16,000 dossiers per month; of which, the rate of early settlement reached 78%, and on-time settlement reached approximately 22%. The survey results conducted in November 2024 showed that 97% of people and businesses were satisfied and very satisfied with the administrative dossier settlement process; 85% of people assessed that cadres, civil servants and public employees were friendly, approachable, enthusiastic and easy to understand... Comrade Vuong Quang Hung, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, assessed: Deploying the model of "Skilled Mass Mobilization" in which the government serves people and businesses has contributed to strongly innovating the working style of commune-level governments from "administrative orders" to "serving, guiding, mobilizing, persuading"; Enhance the responsibility and professional expertise of civil servants in performing public duties; build a style of "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people". Thereby, contributing significantly to creating social consensus and companionship of the people and businesses in implementing and completing socio -economic development tasks in the locality.
