Transfer to traffic account: How is the surplus money in the toll account handled?

From October 1, 2025, all toll collection accounts will be transferred to traffic accounts. The remaining amount will be returned to vehicle owners via e-wallet or bank.

From October 1, 2025, all non-stop toll collection accounts of vehicle owners will be converted to traffic accounts according to the provisions of Decree 119. This is a major change, affecting more than 6.3 million vehicles nationwide that are using this form of toll collection.

According to the Vietnam Road Administration, if the vehicle owner does not complete the conversion before the deadline, the vehicle will not be able to pass through toll stations. The biggest difference is that the current toll account only contains money and is used exclusively for paying road service fees, without identifying the vehicle owner. Meanwhile, the traffic account is an identified account, does not contain money, but is directly connected to non-cash payment methods such as e-wallets, bank cards, Visa cards, etc. and can be used for many other services such as parking lots.

How will the surplus be handled?

The issue that many drivers are concerned about is how the remaining money in the toll collection account will be handled when transferred to the traffic account. Mr. To Nam Toan, Head of the Department of Science, Technology, Environment and International Cooperation, Vietnam Road Administration, said:

Before October 1, 2025, this amount will still be used to pay road fees as usual. After the conversion, if there is a balance, the money will be refunded to the vehicle owner in two ways:

In case there is an electronic wallet connected to the transport account : the balance will be automatically transferred to the vehicle owner's electronic wallet.

In case there is no e-wallet , only linking a bank card or credit card: the vehicle owner will need to provide a bank account number for the service provider to transfer the refund.

Mr. Toan affirmed that both forms of refund are free of charge and the management agency will require service providers to completely handle the balance right after October 1.

Currently, about 50% of vehicle owners have completed the conversion. To ensure the money transfer goes smoothly, the Roads Department recommends that people proactively contact and update their account information before the application date.

An ePass representative said that customers who want to withdraw money from their toll accounts can follow the process: prepare a withdrawal request form, print a bank statement, provide a photo of their transaction history via e-wallet and a photocopy of their ID card. After receiving the application, the company will transfer money back to the account the customer used to deposit money previously.

The transition to a transport account is expected to create long-term convenience, as vehicle owners only need one identification account to connect to many cashless transport services. However, to avoid traffic disruption and ensure full refund of the remaining balance, vehicle owners should make the transition early and prepare bank account or e-wallet information according to the service provider's instructions.
