
On the morning of September 8, the National Assembly 's Committee for People's Aspirations and Supervision held its third plenary session to examine the Government's report on citizen reception and settlement of administrative complaints and denunciations in 2025.
Attending the meeting were Vice Chairman of the National Assembly Tran Quang Phuong. Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh chaired the meeting.
At the meeting, Deputy Inspector General of the Government Duong Quoc Huy briefly presented the Government's Report on citizen reception, settlement of administrative complaints and denunciations in 2025.

Accordingly, regarding the results of citizen reception, in 2025, there were 261,566 people coming to state administrative agencies to make complaints, denunciations, recommendations, and reflections (down 28% compared to 2024), with a total of 301,960 people received (down 25.1%) in 219,463 cases (down 24.5%), with 2,917 large groups (down 20.9%).
In the work of handling complaints and denunciations, the number of received petitions during the period decreased significantly compared to 2024. In particular, implementing the conclusion of General Secretary To Lam in Notice No. 142-TB/VPTW dated March 20, 2025 of the Central Party Office on handling prolonged complaints and denunciations that went beyond the Central level, the Prime Minister issued an implementation plan and established a Prime Minister's Working Group to direct the handling of 226 complaints and denunciations in 53 localities.
With the close and decisive leadership and direction of the General Secretary and Prime Minister, the urgent, active and responsible participation of the Prime Minister's Working Group, the Government Inspectorate, relevant ministries, branches and local Party committees and authorities, 203/226 (89.8%) cases have been basically resolved so far. There are 23 cases, including 7 cases in which citizens have filed lawsuits in court and 16 cases with difficulties and problems in policies, laws and implementation, which need to be reported to competent authorities for consideration, resolution and settlement.
According to Mr. Duong Quoc Huy, through the inspection and review of 226 complaints and denunciations, many complicated and prolonged cases were resolved, ensuring the legitimate rights and interests of citizens, contributing to ensuring stability in security and social order.

Presenting the draft preliminary review report, Vice Chairman of the National Assembly's Committee for People's Aspirations and Supervision Hoang Anh Cong said that the Committee highly appreciated the sense of responsibility of the Government, the Prime Minister, the Government's Working Group, the Government Inspectorate, relevant ministries, branches and local Party committees and authorities in seriously implementing the General Secretary's direction in reviewing and resolving 226 cases of prolonged and over-level complaints and denunciations.
Through the review, the Committee for People's Aspirations and Supervision recommended that the National Assembly and the National Assembly Standing Committee request the Government and the Prime Minister to direct the Government Inspectorate to preside over and coordinate with central agencies and local People's Committees to promptly deploy and thoroughly resolve the cases that have been considered and resolved by the agencies in a reasonable and reasonable manner.
Mr. Hoang Anh Cong emphasized that 2026 is the year to focus on organizing the 14th National Party Congress and electing deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, so there may be petitions related to personnel work. Therefore, competent authorities need to focus on resolving cases under their jurisdiction, especially mass complaints and petitions.
Discussing at the meeting, many delegates said that the arrangement of administrative units in the past has actually affected and influenced the work of receiving citizens; handling complaints and denunciations... Currently, because there are no more district-level units, the division of handling complaints and denunciations, internal affairs and inspection work has not had clear regulations, causing certain confusion in the work of handling complaints and denunciations.

Besides, delegates are concerned that the commune-level area is very large, so what solutions should be found to receive citizens that are suitable for practice, effective, and close to the people?
Delegates also suggested that there should be a classification and grouping of long-standing and complicated complaints and denunciations. Cases that are reasonable but people still deliberately drag out their complaints must be strictly handled to avoid procrastination by some specialized litigators.
At the end of the meeting, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh requested the Government Inspectorate to collect, supplement and complete the Government's Report on citizen reception, settlement of administrative complaints and denunciations in 2025 to achieve quality.
