Request to complete the evacuation of people from dangerous areas
In the coastal commune of Dien Chau, Nghe An province, since September 27, the local government has set up two points for people to evacuate and take shelter from the storm, including Dien Bich Primary School and Dien Ngoc Secondary School. Previously, since September 26, the local government, militia and organizations have cleaned and arranged tables and chairs in many classrooms in these two schools to prepare to welcome people. At these evacuation points, people staying will be provided with enough drinking water, necessities, necessary medicines, enough lighting systems and sleeping places with blankets, pillows, mosquito nets and mats.
Mr. Nguyen Duc Hoang, Commander of Dien Chau Commune Military Command, said that currently, these evacuation points have more than 30 people, mainly the elderly and children, from households with houses in low-lying areas, where there is a very high risk of flooding when heavy rains last for a long time, mainly in Hai Trung and Quyet Thang hamlets and households living near the waterways and estuaries of Lach Van (belonging to Dong Loc hamlets). At the places where people stay during the evacuation and storm shelter, there are always functional forces on duty to support people when necessary, especially strictly prohibiting people from returning to their homes to prevent dangers and uncertainties that may occur when the storm makes landfall.
In many coastal localities such as Quynh Phu, Dien Chau, Hai Chau... from September 27 to 28, local authorities held urgent meetings to deploy plans to prevent and combat storm No. 10. In addition to promoting the work of calling ships and boats to safe storm shelters; reinforcing sea dykes in vulnerable sections; protecting houses and civil works, a key and urgent task that coastal localities are interested in and put first in storm prevention and combat work is to relocate and evacuate people from dangerous areas, ensuring safety, life and property for the people.
Mr. Ho Van Thanh, Chairman of the People's Committee of Quynh Phu commune, said that in order to proactively respond to storm No. 10, the locality requires departments, offices, and units to deploy 100% of their personnel and forces to focus on directing and inspecting storm prevention and control work; develop specific plans, prepare adequate supplies, equipment, means, and forces to be ready to rescue, rescue, and evacuate people from areas at risk of rising sea waves and deep flooding to ensure people's safety and property. Militia and security teams have been established and activated to continue carrying out tasks according to the "4 on-site" motto.
Also according to Mr. Ho Van Thanh, Chairman of Quynh Phu Commune People's Committee, to ensure the safety of the people, the Nghi Son - Cua Lo Coastal Road Project Management Board and Quynh Phu Commune People's Committee have issued a notice prohibiting people and vehicles from traveling through Lach Thoi Bridge and Lach Quen Bridge (except for vehicles of the storm prevention and control force on duty) from 3:00 p.m. on September 28. The ban will be maintained until the storm dissipates and the weather conditions are safe again.
In the face of the forecast that storm No. 10 will directly affect Nghe An, to ensure good storm response work, Nghe An Provincial People's Committee requests Secretaries and Chairmen of People's Committees of communes and wards to be ready with forces to quickly deploy response, search and rescue work when situations arise. At the same time, review and deploy measures to ensure safety for tourism , aquaculture and fishing activities at sea, estuaries and along the coast. Resolutely evacuate people on cages, aquaculture huts to safe places before the storm directly affects them. Deploy shock forces to inspect and review residential areas along rivers, streams, dykes, dams and low-lying areas at high risk of flooding, flash floods and landslides. Proactively organize the relocation and evacuation of people, and at the same time develop plans to support temporary accommodation, food and necessities to ensure stable life, required to be completed before 3:00 p.m. on September 28.
Directly monitor and direct storm prevention work in the area.
On September 28, the Provincial Party Committee and People's Committee of Nghe An province established many working groups to directly go to coastal localities, vulnerable areas, key projects, evacuation points... to inspect and direct the response to storm No. 10 with the aim of minimizing the damage caused by storm No. 10 Bualoi when it makes landfall.
Accordingly, Nghe An Provincial Party Secretary Nguyen Duc Trung and the working delegation directly inspected and directed the response to storm No. 10 at the Lach Lo anchorage and storm shelter area and Nghi Quang sluice (Trung Loc commune), Cua Lo port, and the sea dike system (Cua Lo ward). At the same time, they inspected the evacuation of people in Cua Lo, Truong Vinh and Thanh Vinh wards, and inspected the drainage work at Rao Dung sluice and Ben Thuy pumping station.
Emphasizing that storm No. 10 Bualoi is a very fast-moving storm with strong intensity and wide range of influence, Nghe An Provincial Party Secretary Nguyen Duc Trung requested all levels, sectors and localities to absolutely not be negligent; strictly implement the Prime Minister's telegram and the official dispatches and telegrams of the Provincial Party Standing Committee and the Provincial People's Committee on proactively and focusedly responding to storm No. 10; closely monitor the storm's developments; regularly update and provide information on natural disaster situations so that people can proactively respond; guide people on measures and skills to respond, especially to strong winds, floods and landslides.
Localities and units effectively deploy measures to respond to storms and floods with a resolute spirit, not being passive or surprised in any situation, with the goal of ensuring the safety of people's lives above all, especially the elderly, children, and students; localities direct, guide, inspect, urge and mobilize forces to support people in strengthening houses, pruning trees, reinforcing public works and infrastructure, etc. At the same time, continue to review and proactively arrange forces and means to be ready to organize support for evacuation and relocation in unsafe areas; stockpile food, provisions, and necessities in residential areas that are isolated during floods and landslides, limiting the shortage of food when storms and floods cause prolonged isolation.
On the morning of September 28, Chairman of Nghe An Provincial People's Committee Le Hong Vinh and the working delegation of Nghe An province directly inspected the response to storm No. 10 at the anchorage and storm shelter areas of Lach Quen (Quynh Phu commune), Lach Con (Tan Mai ward, Nghe An province). At the same time, they inspected and supervised the evacuation and relocation of people in Quynh Phu commune, Tan Mai ward, Hoang Mia and Quynh Mai ward; inspected the operation and safety of Vuc Mau reservoir (Hoang Mai ward), the largest irrigation reservoir in Nghe An province, with a basin area of 215km2.
Chairman of Nghe An Provincial People's Committee Nguyen Hong Vinh requested localities to continue to raise vigilance, closely monitor weather conditions to adjust response plans in a timely manner, and strictly implement the "4 on-site" motto. In particular, it is necessary to resolutely evacuate all people in dangerous areas to safe places, absolutely not leaving people on ships and boats when the storm makes landfall. At the same time, organize timely inspection and evacuation of households in vulnerable areas, coastal areas, river mouths, areas at risk of landslides and deep flooding; in all situations, the safety of people's lives must be put first; local authorities need to mobilize forces to support people in strengthening houses and public works and propagate and mobilize people to clearly understand the level of danger of the storm, in order to minimize damage to people and property.
Recorded in the coastal communes of Dien Chau, An Chau, Hai Chau, Quynh Phu (Nghe An province), from around 2:00 p.m. on September 28, due to strong winds, strong waves combined with high tides, rising sea levels caused flooding in some localities. For example, on the residential road along Lach Thoi port, sea levels rose, overflowing the road surface with a water level of 20 to 30 cm. In the same situation, at the kilometer-long sea dike in Bai Hang (Cong Hoa hamlet, Quynh Phu commune), big waves and strong winds rose, rushing over the dike body. The coastline through Tan Mai ward, Cua Lo ward, Quynh Phu commune, Hai Chau, An Chau, Dien Chau, Hai Loc... is always very turbulent, with high waves and strong winds.
