Over the past 95 years, since its establishment (July 28, 1929 - July 28, 2024), all levels of Vietnam Trade Unions in general and the Capital Trade Union in particular have continuously innovated in terms of content and methods of operation, focusing on the grassroots level, and organizing the implementation of tasks and functions more and more effectively. Thereby, affirming the role of the organization to always accompany, protect, support and care for the rights and lives of union members and workers.
Focus on improving skills and expertise for workers
One of the achievements of the Hanoi Trade Union in caring for and protecting the legitimate and legal rights and interests of workers is the implementation of Resolution No. 20-NQ/TW dated January 28, 2008 of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of promoting industrialization and modernization of the country" and the Action Program of the General Confederation of Labor to implement the Resolution.
In order to build a skilled, dynamic, creative working class in the capital to meet the requirements of the new situation, the City's Trade Unions at all levels have been creative and innovative in implementation with the motto of taking the grassroots as the area of operation, taking union members and workers as the center; focusing on performing well the representative function, caring for and protecting the legitimate rights and interests of union members and workers; the content of activities is increasingly focused on the grassroots.
Notably, some of the unique activities of the Capital Trade Union continue to be developed, expanded and improved in effectiveness. The City Trade Union has many new projects, solutions and approaches, taking the lead in building new, effective models with widespread impact, recognized by the Party Committee, government, employers and respected by the Union and employees.
In particular, in recent times, the work of propagating and mobilizing union members and workers to study to improve their qualifications, industrial style and labor discipline has continued to be carried out effectively. The Hanoi Labor Confederation has focused on effectively implementing the program "Improving the skills and professional qualifications of union members and workers" associated with the project on promoting lifelong learning activities among workers in enterprises. Up to now, 524,518 union members and workers have studied to improve their professional skills (accounting for 79% of the total number of union members and workers); 629,645 union members and workers have studied to improve their educational qualifications (accounting for 61.3% of the total number of union members and workers).
At the same time, emulation movements contributing to improving skills and increasing labor productivity for workers were promoted, focusing on the emulation movement to strive for the title of "Good worker of the Capital", "Creative initiative of the Capital", "Good teaching, good learning", "Good at public work, good at housework", especially the movement "Review theory, practice skills, compete for good workers" with the highlight being the organization of worker competitions of all levels of Trade Unions.
Practical care, encouraging spirit of progress
Along with paying attention to training skills and expertise for union members, the City Labor Federation also sets the task of taking care of the lives of union members so that they can work with peace of mind, contribute, stick with the enterprise, and trust the Union organization. Chairman of the City Labor Federation Pham Quang Thanh said: In recent times, the City Labor Union at all levels has always paid attention to and cared for the material and spiritual life of union members with more diverse content and forms in a practical direction, linked to actual needs. The subjects of care are not only union members facing difficulties but also union members with high achievements in labor, production, exemplary union officials... to encourage the spirit of progress and promote advanced models.
Welfare programs for union members and workers have always been maintained effectively. From the "Union Social Fund" and the union budget, unions at all levels have provided support for 1.4 million union members and workers, with a total amount of nearly 645 billion VND. The focus is on activities such as: Organizing the program "Tet Sum Vay"; "Zero Dong Bus"; "Union Tet Market", activities to care for the annual Workers' Month...
In addition, the city also pays attention to the housing needs of workers, such as the pilot project to build workers' housing in Kim Chung commune (Dong Anh district), with an area of 20 hectares, providing about 12,000 accommodations; housing projects in Hoa Lac High-Tech Park, Thach That, Thang Long and Phu Nghia industrial parks...
A notable highlight in the work of taking care of the lives of union members and workers is that after the Covid-19 pandemic, in the face of the situation where businesses had to cut orders, workers were underemployed and lost their jobs, at the end of 2022, the City Labor Federation proactively developed plan No. 69/KH-LĐLĐ to support union members and workers facing difficulties due to underemployment, job loss, and unpaid wages on the occasion of the Lunar New Year 2023. As a result, 1,445 people were supported with an amount of 997.5 million VND.
By early 2023, implementing Resolution No. 06/NQ-TLĐ of the Vietnam General Confederation of Labor, Decision No. 6696/QD-TLĐ dated January 16, 2023 and Decision No. 8875/QD-TLĐ dated August 25, 2023 of the Vietnam General Confederation of Labor on implementing policies to support union members and employees whose working hours are reduced or whose labor contracts are terminated due to the enterprise's reduction of orders, the City Labor Confederation has deployed to the direct superior unions at the grassroots level, and by March 31, 2024, it had supported 1,198 union members and employees with an amount of VND 1,799 billion.
The activities of negotiating and signing collective labor agreements have been focused on, with many innovations and positive effects. In particular, the pilot project "Improving dialogue, negotiation and signing of collective labor agreements in enterprises" has contributed to the rapid increase in quantity and improvement in quality of collective labor agreements. Up to now, 3,699 copies have been signed (reaching 75.5%, of which collective labor agreements of type A and B reached 46%); and has been widely deployed and applied nationwide by the Vietnam General Confederation of Labor.
Trade Unions at all levels also maintain the activities of 92 Self-management Teams of workers' dormitories and 61 workers' cultural activity points, 35 Cultural and Sports Clusters; 339 Legal Bookcases at Self-management Teams of workers' dormitories, workers' cultural activity points with over 1,000 legal bookcases at enterprises, contributing to improving the spiritual and cultural life of the Capital's workforce.
