The Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (referred to as the Steering Committee) has issued Official Dispatch No. 59-CV/BCĐ (dated September 12, 2025) on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system.

Official dispatch sent to the Standing Committees of Party Committees, Provincial Party Committees, and City Party Committees directly under the Central Government; Central Party Committees, agencies, and public service units; Standing Committees of Party Committees: Office of the President, Supreme People's Court, Supreme People's Procuracy, State Audit Office .

The dispatch stated: Implementing the Conclusion of Comrade General Secretary To Lam at the meeting of key leaders on August 14, 2025 (Notice No. 288-TB/VPTW, dated August 20, 2025) and the conclusions of the Central Executive Committee, the Politburo, and the Secretariat (Conclusion No. 121-KL/TW, dated January 24, 2025 of the 13th Party Central Executive Committee on summarizing Resolution No. 18-NQ/TW; Conclusion No. 126-KL/TW, dated February 14, 2025; Conclusion No. 127-KL/TW, dated February 28, 2025; Conclusion No. 160-KL/TW, dated May 31, 2025 of the Politburo and the Secretariat), the Central Steering Committee on summarizing Resolution No. 18-NQ/TW requests the Party committees directly under the Central Committee, the Secretariat, and the Central Committee to summarize Resolution No. 18-NQ/TW. The Party's Central Committees, agencies, and public service units, the Standing Committees of the Party Committees, the Office of the President , the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office shall, based on the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat, the purposes, requirements, scope, viewpoints, and orientations for the arrangement of public service units, schools, educational institutions, medical facilities, state-owned enterprises, and the arrangement of organizations within agencies and organizations in the political system, implement the following contents:

Continue to review and streamline the organizational structure

The Steering Committee requested the Standing Committee of the Government Party Committee to lead and direct ministries, ministerial-level agencies, and government agencies to continue reviewing the organizational structure to ensure effective, efficient, and efficient operations; focusing on the following contents:

Review, research, propose to issue, amend, supplement or issue under authority legal documents to create a legal basis for implementing the arrangement of public service units, schools, medical facilities, state-owned enterprises; and arrange organizations within ministries, ministerial-level agencies, and government agencies.

Review and clearly define the functions, tasks and powers of agencies, units and organizations, especially agencies and organizations after mergers and acquisitions, and propose and make reasonable adjustments if necessary.

Review and perfect the institution to continue decentralization and delegation of power between the Government and the Prime Minister with ministries and branches, between the Government and the Prime Minister with local authorities, between heads of ministries and branches with local authorities, between local authorities at all levels, between provincial and communal People's Committees with specialized agencies under the People's Committees at the same level, between specialized agencies under provincial People's Committees and specialized agencies under the People's Committees at the communal level (review all previously decentralized and delegated contents and tasks); promote administrative procedure reform to ensure thoroughness, efficiency, rationality, and conformity with the 2-level administrative unit model.

Continue to review and streamline the organizational structure in ministries, ministerial-level agencies, and government agencies, especially department-level units and bureaus under ministries and branches, to ensure efficiency, effectiveness, and efficiency, and avoid duplication of functions and tasks. Strictly implement the policy of not establishing departments within departments under ministries and branches; in special cases, for departments under ministries and branches that have recently merged or consolidated from 3 or more department-level focal points or have a large number of staff (45 or more staff), it is possible to consider establishing departments (implemented in accordance with regulations, each department has 15 or more people).

The Ministry of Finance shall preside over: (1) Coordinate with the Ministry of Home Affairs, relevant ministries and branches managing state-owned enterprises to study and propose plans to reorganize state-owned enterprises and the internal apparatus of enterprises under the management of ministries, ministerial-level agencies, government agencies and localities in accordance with the new situation. (2) Synthesize the results and advise the Standing Committee of the Government Party Committee to report to the Politburo, the Secretariat and the Steering Committee.

The Ministry of Home Affairs shall preside over: (1) Coordinate with the Ministry of Finance and relevant ministries and branches to study and propose plans to rearrange public service units under the management of ministries, ministerial-level agencies, government agencies and localities. (2) Coordinate with the Ministry of Education and Training, the Ministry of Health and relevant ministries and branches to study and propose plans to rearrange schools, educational institutions and medical facilities under the management of the Ministry of Education and Training, the Ministry of Health, ministries, branches and localities in accordance with the new situation. (3) Advise the Standing Committee of the Government Party Committee to report to the Politburo, the Secretariat and the Steering Committee.

The Standing Committee of the Party Committee of the Ministry of Education and Training coordinates with the Standing Committees of the Party Committees of ministries, branches, agencies, units, and organizations at the Central level and the Standing Committees of the Provincial and Municipal Party Committees (with the authority to lead and manage universities) to research and propose party organization models in universities to ensure they are consistent and synchronous with the arrangement of universities, and report to the Steering Committee (through the Central Organizing Committee).

Create a legal basis for implementing the arrangement

The Standing Committee of the Party Committee of the National Assembly coordinates with the Standing Committee of the Party Committee of the Government to lead and direct the research, proposal of amendments, and promulgation of laws and resolutions within its authority to create a legal basis for the reorganization of public service units, schools, educational institutions, medical facilities, and state-owned enterprises; reorganization of organizations within ministries, ministerial-level agencies, government agencies, local agencies, organizations, and units; review regulations on functions and tasks, especially for agencies and organizations after mergers and acquisitions, and propose and make reasonable adjustments if necessary; research and propose plans to streamline the internal organizations of the Office of the National Assembly and agencies of the National Assembly.

Urgently complete the arrangement and streamlining of mass organizations.

The Standing Committee of the Party Committee of the Vietnam Fatherland Front and the Central organizations shall lead and direct the urgent completion of the arrangement and streamlining of mass organizations assigned by the Party and the State; review the functions, tasks, and organizational structure of press agencies under the Central Agency of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State; perfect the organizational and operational model of the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry in the new situation in accordance with the Conclusion of the Politburo and the Secretariat; review the regulations on functions and tasks, especially of agencies and organizations after mergers and acquisitions, propose and make reasonable adjustments if necessary; continue to study and propose plans to streamline the internal organizations of the Central Agency of the Vietnam Fatherland Front.

Ensure clear people, clear work, no overlap

The Steering Committee requested the Standing Committees of the Provincial and Municipal Party Committees to lead and direct: (1) Review and promptly issue regulations on the functions, tasks, and organizational structure of provincial and communal-level agencies, units, and organizations, especially those after mergers and acquisitions under the new model, and propose and make reasonable adjustments if necessary to ensure clarity of people and work, no overlap, and no omission of functions and tasks. (2) Continue to research and propose plans to streamline the internal organizations of provincial-level departments, agencies, branches, agencies, and units. (3) Review, research, and propose plans to reorganize public service units, schools, medical facilities, and state-owned enterprises under their leadership and management.

The Standing Committee of the Party Committee: Office of the President, Supreme People's Court, Supreme People's Procuracy, State Audit shall review regulations on functions and tasks, especially for agencies, units and organizations after mergers and acquisitions, propose and make reasonable adjustments if necessary; study and propose plans to streamline internal organizations of the Office of the President, Supreme People's Court and units under the court system, Supreme People's Procuracy and units under the prosecution system, State Audit and units under the State Audit.

Central Organizing Committee: (1) Presides over and coordinates with the Party Committee of the Ministry of Education and Training, the standing committees of the Party Committees of ministries, branches, agencies, units, and organizations at the Central level, and the standing committees of provincial and municipal Party Committees to study and build a suitable model of the Party organization system in universities, ensuring the strengthening of the Party's leadership role in education and training; reports to the Politburo, the Secretariat, and the Steering Committee. (2) Presides over and coordinates with the Party's committees, agencies, and public service units, and the Central Agency of the Vietnam Fatherland Front to review regulations on functions and tasks, especially for agencies and organizations after mergers and acquisitions, propose and make reasonable adjustments if necessary; study and propose to streamline the internal organizations of the Party's committees, agencies, and public service units, and the provincial-level agencies of the Vietnam Fatherland Front.

Official dispatch No. 59-CV/BCĐ stated: "This is a very important content. The Steering Committee requests that comrades pay attention, focus on leadership and direction to urgently review, research, propose solutions, develop plans to implement the above contents (clearly define the purpose, requirements, tasks, products, resources, completion time, clearly assign collective and individual responsibilities and other related issues ...) and send them to the Steering Committee (through the Central Organizing Committee) no later than September 30, 2025 for synthesis and reporting to the Politburo and the Secretariat".
