Department of Cultural Heritage: Creating many outstanding marks in the patriotic emulation movement

In the period of 2021 - 2025, emulation and reward work has always been of interest to the Department of Cultural Heritage, considering emulation and reward as one of the effective solutions, a driving force to motivate individuals and units to strive with the highest determination to excellently complete assigned tasks.

Responding to the patriotic emulation movement of the Culture, Sports and Tourism sector, every year, the Department of Cultural Heritage has made efforts to effectively implement, excellently complete, and exceed the political tasks, programs, work plans and many extraordinary tasks assigned by the Ministry's leaders. With the spirit of solidarity and unanimity, the professional and technical departments closely follow the core tasks, focus on completing and exceeding the assigned targets of the year, and uphold the responsibility of the leader. Thereby, the collective unit has tried and strived to achieve the goal of completing the unit's tasks well, contributing to the implementation of the common tasks of the whole sector. Through the annual emulation review, 97% - 100% of civil servants achieved the title of advanced workers, on average every year there are from 4 to 6 individuals achieving the title of Emulation Fighter at the grassroots level, many department-level collectives achieving the title of Excellent Labor Collective, many individuals and department-level collectives receiving Certificates of Merit from the Minister.

In the period of 2021 - 2025, the Department of Cultural Heritage has always paid attention to emulation and commendation work, considering emulation and commendation as one of the effective solutions, a driving force to motivate individuals and units to strive with the highest determination to excellently complete assigned tasks. Based on the emulation movements launched by the Government and the Ministry of Culture, Sports and Tourism, contributing practically to the celebration of the country's major holidays, the Department of Cultural Heritage has made efforts to synchronously deploy many solutions to strengthen the protection and promotion of cultural heritage values, thereby achieving many important and outstanding results, specifically:

Deputy Prime Minister Le Thanh Long and Minister of Culture, Sports and Tourism Nguyen Van Hung presented the Government's Emulation Flag and flowers to the Department of Cultural Heritage and other groups.

Institutions and policies in the field of cultural heritage continue to be completed. Cultural heritage has been completed, improving the effectiveness of state management. The Department of Cultural Heritage has advised the Ministry to submit to the National Assembly, the Government, and the Prime Minister to promulgate and promulgate under its authority many legal documents including: 01 Law of the National Assembly; 04 Decrees of the Government; 04 Circulars of the Minister of Culture, Sports and Tourism and 03 Decisions of the Prime Minister.

During the period from 2021 to present, 10 typical cultural heritages of Vietnam have been recognized and listed by UNESCO. Submitted to the Prime Minister to rank 25 special national relics; recognized 136 artifacts and groups of artifacts as national treasures; approved 16 plans; 30 tasks of planning for preservation, restoration and rehabilitation of relics. Submitted to the Minister of Culture, Sports and Tourism to rank 164 national relics; decided to include 392 intangible cultural heritages in the List of National Intangible Cultural Heritages; ranked 11 museums as Class I museums; confirmed eligibility for establishment of 03 public museums. Regarding the awarding of the titles "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage: In 2022, the President signed a Decision to award the title "People's Artisan" to 65 individuals and the title "Meritorious Artisan" to 563 individuals who have made outstanding contributions to preserving and promoting the nation's intangible cultural heritage, contributing to the cause of building socialism and defending the Fatherland.

Many relics continue to receive investment in restoration and embellishment associated with tourism exploitation and development, becoming attractive destinations for tourists, thereby contributing to the economic development of the locality where the heritage is located, while creating jobs for workers. Investment in restoration and embellishment of relics, especially historical relics associated with the resistance revolution, has contributed significantly to educating the younger generation about the tradition of fighting to protect the fatherland, the spirit of patriotism of the nation, the national cultural identity, the solidarity of the community, and promoting the tradition of studiousness of the clans.

The management and protection of relics, antiquities and national treasures at historical sites have made significant progress. The unauthorized searching and digging, which distorts or threatens to damage or destroy archaeological sites and relics; and the illegal exchange, purchase, sale and transportation of archaeological relics have significantly decreased.

In particular, through the 1970 UNESCO Convention on the means of prohibiting the import, export and illegal transfer of ownership of cultural property, Vietnam has successfully negotiated and repatriated the Chi Bao Emperor Golden Seal; the artifact has special cultural, scientific and historical significance, and is a testament to the transition of the political regime from the feudal regime to the Democratic Republic of Vietnam, the predecessor of socialism in Vietnam. The Department of Cultural Heritage has advised the Ministry of Culture, Sports and Tourism to receive 10 antiquities (in 2022) and the bronze statue of the goddess Durga (in 2024) - an antiquity of special importance to Vietnam.

Department of Cultural Heritage received a Certificate of Merit from the Minister of Culture, Sports and Tourism

Vietnam's cultural heritage has affirmed its role and promoted the soft power of Vietnamese culture in the international arena. Cooperation with UNESCO has been increasingly strengthened, bringing about positive results, which is the full implementation of membership obligations in relevant Conventions and Programs. The Department of Cultural Heritage has proactively advised the Ministry of Culture, Sports and Tourism to participate and demonstrate an active role in international organizations on culture and cultural heritage such as: ICOM, ICOMOS, ICCROM... Besides international cooperation with UNESCO, the Department of Cultural Heritage has advised the Ministry of Culture, Sports and Tourism to participate in cooperation activities in the field of intangible cultural heritage with many different countries and organizations such as: Korea, Japan, China, ASEAN countries...

From the achievements and experience in organizing and implementing emulation movements in recent years, to improve the quality of patriotic emulation movements in the cultural sector in the period of 2025 - 2030, the Department of Cultural Heritage proposes: Continue to focus on propagating and thoroughly grasping Ho Chi Minh's thoughts on patriotic emulation, the Party's guidelines and policies, the State's policies and laws on emulation and commendation, especially the Law on Emulation and Commendation and documents guiding its implementation, considering this a regular task; promptly propose documents in accordance with the requirements of the Central Government and the Government on innovation in emulation and commendation work; amend documents guiding the Ministry's emulation and commendation work in accordance with the provisions of the Law on Emulation and Commendation and the Government's Decree, ensuring timeliness, synchronization and unity.

Promote digital transformation, strongly apply information technology to continue innovating the content, form, and method of organizing emulation movements in the direction of focusing on the unit, closely following the political, key, and urgent tasks to organize and launch diverse forms of emulation, with specific themes, criteria, and practical content; Further promote propaganda work on emulation and rewards in many rich, suitable, and effective forms,... thereby replicating good models, good experiences, and advanced examples in implementing emulation movements, contributing practically to the achievements of the culture, sports, and tourism sectors../.
