When he became Secretary of the Ben Tre Provincial Party Committee, Mr. Tho continued to take advantage of his position and influence the VietinBank Ben Tre branch so that Xuyen Viet Oil Company could borrow 400 billion VND at preferential interest rates.

From 2019 to 2021, when he was the General Director and Chairman of the Board of Directors of VietinBank , Mr. Le Duc Tho received a bribe of 600,000 USD (13.8 billion VND) from Ms. Hanh to maintain a credit limit of 5,000 billion VND for Xuyen Viet Oil Company. To conceal the violations, she bribed Mr. Dang Cong Khoi, Deputy Director of the Price Management Department, 20,000 USD to ignore the fact that Xuyen Viet Oil did not submit the statement of the Price Stabilization Fund account. In addition, Ms. Hanh also bribed Mr. Le Duy Minh, former Director of the Ho Chi Minh City Tax Department, 190,000 USD and 500 million VND to delay the issuance of the decision to enforce tax debt collection, to avoid affecting the image of the enterprise.
