'Especially learning from experience' after storm Bualoi, Hanoi deploys anti-flooding solutions before storm Matmo

On October 4, Director of Hanoi Department of Construction Nguyen Phi Thuong signed and issued a document to relevant units to proactively respond to the developments of storm No. 11 (storm Matmo).

According to the document, to proactively respond to storm Matmo, especially learn from experience in urban drainage and overcome the consequences of storm No. 10 (Bualoi), the Hanoi Department of Construction requested agencies and units to regularly monitor the situation and developments of natural disasters related to the storm.

The Department assigned Hanoi Drainage Company Limited and related units to strengthen control and deploy solutions to prevent flooding in areas that are often flooded during heavy rains. In particular, pay special attention to underpasses on Thang Long Avenue, provincial roads, national highways and main streets that are prone to traffic jams.

At the same time, monitor weather conditions to have timely response plans to ensure urban drainage according to the plan of the Department of Construction.

"Increase on-duty staff, urgently lower water levels on drainage systems and regulating lakes to ensure drainage in the capital" - the document clearly stated.

Hanoi Green Parks and Trees Company Limited was assigned to coordinate and carry out the inspection and support of newly planted trees to limit breakage; check, trim the canopy, and lower the height to ensure safety during storms.

For clean water suppliers, the Department of Construction requires ensuring the supply of clean water for daily life to serve the needs of the people.

People's Committees of communes and wards are required to direct specialized departments and offices to deploy plans for natural disaster prevention, search and rescue; and take measures to prevent flooding and falling trees.

At the same time, urge investors of urban areas to maintain and repair drainage systems, ensuring completion before October 5 as directed by the Department of Construction.

"Units must coordinate with functional forces to implement the "4 on-the-spot" motto, promptly clear traffic, warn people and vehicles of safety before, during and after storms; synthesize and report according to regulations" - Department of Construction requested.

The Department of Agriculture and Environment is requested to direct its affiliated agencies and irrigation management units to proactively pump down water levels on the system of canals, ditches, rivers and lakes currently under decentralized management to support urban drainage in the capital, according to a document from the Department of Construction.
